* The full salary for the Engineering Inspector I position is $26\.58 to $39\.88 hourly, dependent upon qualifications and experience.

  • The full hiring range for the Engineering Inspector II is $29\.76 to $44\.64 hourly, dependent upon qualifications and experience.
  • + Additional Engineering Inspector II Requirements:

  • 4\+ years progressively responsible experience in the public works construction
  • This announcement will be used to fill a total of 1 vacancy, at either the Engineering Inspector I or II level.
  • GENERAL DESCRIPTION OF JOB:

    The Engineering Inspector I performs a variety of moderately difficult to complex duties associated with permitting and inspection of roadways, storm water facilities and utilities to ensure compliance with all State, and County standards and engineering, and construction practices.

    DUTIES:

  • Receives and reviews approved plan and profile sheets; monitors collateral; computes appropriate fees and issues construction and right\-of\-way (ROW) use permits; develops inspection programs for project based on a review and analysis of approved plans; consults with supervising engineer.
  • Reviews and approves applications to assure permits are in compliance with County regulations.
  • Inspects roads and utility construction within the ROW. Reviews various tests to ensure compliance with adopted standards.
  • Investigates and recommends action for public complaints on problems in public rights\-of\-way or within public drainage ways.
  • Conducts inspections of storm drainage improvements including, storm sewers, inlets, manholes and detention and water quality facilities associated with new development projects.
  • Conducts inspection of Grading Erosion and Sediment Control (GESC) Best Management Practices (BMPs) associated with new development projects, utilities and oil and gas developments.
  • Conducts inspection of road construction, including pre paving road tests of subgrade and base course, observes construction of storm sewers and drainage structures for compliance to approved construction plans.
  • Reviews and evaluates required material test data; identifies areas of non\-compliance with construction criteria; approves changes to plans; develops recommended remedial actions based on findings.
  • Conducts facility acceptance process for developer/contractor constructed public works improvements. Responsible for timely response to all correspondence and inquiries, scheduling and conducting acceptance inspections, developing and communicating facility deficiencies, monitoring developer compliance to timely repair criteria, and granting acceptance.
  • Issues Street cut and ROW use permits to utility companies and special purpose districts performing maintenance operations in County right\-of\-ways. Monitors performance for compliance to County Street repair criteria. Monitors repair quality during warranty period. Takes corrective action if street repairs do not meet County criteria.
  • Acts as project construction engineer on small, standardized projects such as road and drainage replacement and extensions, retaining walls, curb and gutter projects, drainage structures, bridge inspection and repair, and street widening projects.
  • Provides inspection information and reports to various organizations.
  • REQUIREMENTS:

    Skills, Abilities and Competencies:

  • Knowledge of County adopted Infrastructure Design and Construction Standards, Stormwater Manual and Grading Erosion and Sediment Control Manual. Familiar with Colorado Department of Transportation (CDOT), Municipal Government Pavement Engineers Council (MGPEC), American Association of State Highway and Transportation (AASHTO) and Mile High Flood Control District (MHFD) standards.
  • Ability to operate and use tools and equipment associated with road inspections.
  • Ability to use personal computer spreadsheets, databases, and word processing applications.
  • Ability to work independently; ability to compute percentages, grades, and linear measurements; ability to read and interpret blueprints, construction plans, and profile sheets.
  • Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with contractors, utilities engineers, supervisors, and other jurisdictions staff, other employees, and the general public.
  • Ability to use hand tools such as picks, shovels and testing equipment.
  • Ability to read and interpret construction plans, as\-builts, and profile sheet.

  • Education and Experience:

  • High School Diploma or GED equivalent
  • 2\+ years experience in the public works construction field
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
  • Preferred Education and Experience:

  • Bachelors degree in Civil Engineering or related field
  • Pre\-Employment Additional Requirements:

  • Must successfully pass pre\-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
  • WORK ENVIRONMENT:

  • Work requires frequent exposure to weather conditions, road hazards, the hazards associated with new construction, and possible exposure to radioactive material while using nuclear soils density testing equipment.
  • PHYSICAL DEMANDS:

    The following are some of the physical demands commonly associated with this position.

  • Spends 60% of the time sitting and 40% of the time either standing or walking.
  • Occasionally lifts, carries, pulls or pushes up to 40 lbs independently.
  • Occasionally uses cart, dolly, or other equipment to carry in excess of 75 lbs.
  • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
  • Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Visual capacity enabling constant use of computer or other work\-related equipment.
  • Definitions:

  • Occasionally: Activity exists less than 1/3 of the time.
