Position Title: Business Requirement Analyst 1

Department: Technology Services

Reports To: Development Services Manager

FLSA Status: Non\-Exempt Work Hours: 40 hours weekly

Remote Work Eligibility: Intermittent

Civil Service Status: Classified

Position Summary:

Warren County Technology Services is seeking a Business Requirements Analyst (BRA) to elicit business requirements from various stakeholders. These elicitations will be used in projects undertaken by in\-house staff or for procurement processes to obtain systems or services from non\-County entities. systems.

Essential Duties and Responsibilities:

1\. Elicit \& document business requirements

2\. Document requirement or other deliverable validations / approvals

3\. Translate requirements to Developers and other Technology Services staff

4\. Mock\-up conceptual visual representations of proposed user interfaces, web pages, and reports

5\. Model business processes and workflows via narrative documentation and flow charts

6\. Elicit, document, and triage change requests, general problems, and/or system bugs from users

7\. Participate in various aspects of planning, monitoring, communicating, and managing projects

8\. Train users on newly developed applications

9\. Test newly developed applications or completed change requests in various applications

Desired Qualifications:

Education:

Bachelor's Degree or higher in Business, Computer Science, Information Technology, Public Administration; or 4 years or more of comparable experience; or a combination of experience and education as described above.

Knowledge:

· Requirements gathering frameworks and processes

· General Ohio county government policies and structure

· General IT related knowledge including, but not limited to relational databases and basic programing terms

· English Language – Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar

Experience:

· Effectively communicating and building relationships with a wide variety of individuals with various backgrounds and levels of responsibilities

· Effectively multitasking various projects and deliverables

· Learning new business processes quickly

· Eliciting information from people or existing documentation

· Analyzing business processes to document, convey to others, and suggest improvements if applicable

· Validate documented requirements or finished products with the use of formal approval documentation and/or other tools such as surveys

· Using Microsoft Windows 11 and other Office products (Excel, Word, Outlook, Office 365, etc.)

· Preferred experience using Microsoft Azure DevOps

  • Liaise with a wide variety of individuals, including, but not limited to front line staff/clerks, department heads, elected officials, sales reps., and project managers
  • Bridge the gulf between technical staff (e.g. Developers) and business staff by speaking both languages*.

  • Draft email and communications in a professional and timely manner
  • Prioritize and execute tasks in a high\-pressure environment
  • Conduct research into hardware and software\-related issues and products.
  • Creative abilities to mockup conceptual screen layouts and interfaces
  • Set and manage expectations throughout a project
  • Ask relevant probing questions to uncover latent needs
  • Break a business process down into unitary, unambiguous, and achievable requirements
  • Core Department Responsibilities

    1\. General Requirements

    · Demonstrates regular and predictable attendance.

    · Maintains a valid Ohio driver’s license.

    · Ability to drive County vehicles (cars, vans, trucks) to sites to troubleshoot problems at remote locations including backing vehicles.

    · May require occasional evening or weekend work for system maintenance or emergencies.

    · Performs other job\-related duties as required by supervisor.

    2\. Technical \& Operational Skills

    · Interacting with computers: using hardware/software to program, write/load software, set up functions, enter data, or process information.

    · Installation: analyzing and configuring equipment, machines, wiring, or programs to meet specifications.

    · Technology design: generating or adapting equipment and technology to serve user needs.

    · Operations analysis: analyzing needs and product requirements to implement projects from design to operation.

    · Maintains numerous reports associated with applications and systems.

    · Provides instructions for proper usage and operation of applications and systems.

    · Works with other Technology Services Units to carry out the department’s missions.

    5\. Documentation \& Reporting

    · Documenting/recording information: entering, transcribing, storing, or maintaining data in written or electronic form.

    · Ensures confidentiality of program and report data, as required by law.

    6\. Equipment \& Inventory

    · Operates general office and radio equipment.

    · Assists in inventory and invoicing department equipment and supplies in support of department functions.

    7\. Physical \& Environmental Demands

    · Prolonged periods of sitting, standing, and working at a computer.

    · Works near firearms in support of Law Enforcement Officers.

    Job Type: Full\-time

    Pay: $26\.00 \- $31\.00 per hour
