    The Department of Corrections (DOC) is seeking highly motivated and qualified individual to fill a full\-time permanent Correctional Records Technician Lead (CRT\-Lead) position with the Criminal Conviction Records Unit. This position's duty station is located in Tumwater, WA.

    The Correctional Records Technician Lead (CRT \- Lead) completes the Criminal Conviction Records (CCR) process for sentenced individuals who are currently under DOC supervision or in prison. After completion, the CCR data assists the WA\-ONE to create the sentenced individual’s Risk Level Classification (RLC) which is used in conjunction with agency policy and current law to determine whether a sentenced individual will be supervised by DOC after sentencing or upon release from prison. The CRT Lead position will review, analyze, and research a variety of official sources to include contacting Records offices and/or institutions to obtain criminal conviction data prior to entering the information into the CCR section of Offender Management Network Information (OMNI) system. In addition, the CCR Unit applies Revised Codes of Washington (RCW’s) and department Policies to determine community supervision eligibility and if applicable, an Offender Release Plan (ORP) determination for individuals sentenced under the jurisdiction of DOC. This position also supports agency staff/administration by providing recommendations involving data input, research to determine comparable crimes, CCR reviews/updates/corrections, Supervision Eligibility Screening Tools, and quality review audits to validate CCR and supervision screening tools data accuracy and submit audit findings as required.

  • Key responsibilities of a Correctional Records Technician Lead include, but are not limited to:

    * Lead in support of and in the absence of the Correctional Records Supervisor (CRS) in the Criminal Convictions Record (CCR) Unit. Complete CCR’s, monitor and maintain requests for CCR’s. Complete screening for Supervision Eligibility. Review new sentences for community custody sentencing issues. Assist the CRS by providing clarification for CRT’s and stakeholders in the CCR processes and verifying accuracy of information by completing an audit of screening tools. Process or respond to requests. Train new and current staff.

    + Lead CCR unit CRT’s, provide clarification, coordinate and monitor accuracy of the CCR process and Supervision Eligibility Screening Tools. Be available for questions and provide suggestions for streamlining the process.

    + Train new staff on the use of database systems, supervision screening, criminal history, records information, laws, and unit processes.

    + Use the Supervision Eligibility Screening Tool for Felony and Misdemeanor as applicable to determine if the Sentenced Individual is eligible for supervision.

    + Identify that a problem Judgment and Sentence letter was completed when applicable and notify the appropriate records location for further action when there was an issue that was not previously identified upon sentence structure entry.

    + QA and verify accuracy of the CRT’s completion of CCR and Supervision Eligibility Tools, supporting documents, and report information to CRS

    * Review and Maintain Unit Work.

    + Track and review assignments.

    + Maintain Field notification mailbox, research prior requests, and track statistics.

    + Maintain Unit Shared Drive.

    + Maintain and update CCR Process Manuals for training purposes.

    + Interprets and explains applicable RCW’s, WAC’s, agency policies and records processes.

    * Meetings and Training.

    + Attend scheduled Unit Meetings to discuss unit goals and actively offer suggestions to improve unit productivity and processes.

    + Attend and/or Lead meetings in the Supervisor’s absence, attend other meetings as required.

    + Attend and complete required training and Washington State Patrol ACCESS certification.

    * Coverage of the duties of other CRT Leads in their absence.

    + Respond to inquiries regarding classification of Sentenced Individuals.

    + Research unusual Washington State crime and out of state crimes to determine the appropriate comparable crime/RCW, and if necessary, contact the arresting jurisdiction and/or sentencing court.

    + Research/review available DOC records and Court documents to verify/validate criminal conviction history for Sentenced Individuals.

    + Respond to inquiries from Sentenced Individuals, staff and family members regarding criminal convictions.

    + Assign and track From Out of State (FOS) requests.

    + Assign and track Expedited Requests for CCR’s.

    * Other duties as assigned.

    Qualifications

  • Required Qualifications:

  • High School Diploma or equivalent
  • Two (2\) years of experience maintaining or processing records of sentenced individuals.
  • NOTE: Records of sentenced individuals are defined as records containing certified copies of the original documents relating to the individual's crime and sentence. Records of sentenced individuals are not property files, grievance files, administrative files, treatment files, slough files, parole files, counselor files, or custody files.
  • Six (6\) months experience of working with the offender management information systems such as: OMNI, JIS/JABS
  • Six (6\) months experience with processing of criminal conviction records (CCRs)
  • In\-Depth working knowledge of Supervision Screening Eligibility
  • Must respect and maintain confidentiality
  • Demonstrated ability to effectively communicate with co\-workers, the public and/or criminal justice agencies orally and in writing.
  • Demonstrated ability to analyze and solve problems under highly stressful or adverse situation.
  • Preferred/Desired Qualifications:

  • Intermediate experience with Microsoft Office Suite and OUTLOOK applications.
  • Knowledge of RCW’s, WAC’s and DOC Policies
  • Special Requirements/Conditions of Employment:

    Be certified or obtain certification in ACCESS within 6 months of hire.

  • Telework Details

    This position may be allocated for telework. If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state\-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.
