Job Description This position is contingent upon award

International Health and Medical Services is looking for an experienced Health Service Administrator to

provide oversight of the day\-to\-day operations of the Health Services Department. In collaboration with the

Clinical Director, the role involves managing and directing the activities of a multi\-disciplinary team of health

care professionals who are responsible for medical, dental and allied health services.

Key Responsibilities:

  • Overseeing the day\-to\-day operations of the healthcare services mission within the facility.
  • Ensure the organization and delivery of health care in the facility maintains compliance with all
  • applicable policies, accreditation standards, laws, and regulations.

  • Collaborates with the Clinical Director and Nurse Manager, as a function of the Triad of leadership, to establish necessary processes and procedures ensuring provision of consistent high\-quality
  • standards of care are equally accessible by all patients.

  • Maintains a collaborative working relationship with client and outside agencies as applicable.
  • Performs supervisory responsibilities to include, training and mentoring of the Assistant Health
  • Services Administrator (AHSA) and Facility Healthcare Program Manager (FHPM).

  • Initiate and develop schedule for accomplishing the health care mission.
  • Discuss program plans with assigned providers and ancillary staff.
  • Monitoring the annual budget for inside and outside medical services.
  • Plan and coordinate purchases and contracts for supplies, equipment, specialty care or ancillary
  • services.

  • Maintain par inventory levels.
  • Assist the Regional HSA to implement the Bureau’s re\-entry initiates assessment data entry at
  • admission and evaluation of health status documented in an updated electronic exit summary of

    release.

  • Organize training for medical personnel within the guidelines of BOP medical program standards,
  • American Correctional Association (ACA) standards, and individual medical program standards.

  • Responsibility to assist maintaining security of the institution.
  • Provides administrative supervision to government employees within their rating chain and manages
  • personnel issues, and potential resolutions when applicable.

  • Employs high level judgment, analysis and decision\-making skills when delegating tasks and
  • responsibilities to the multidisciplinary workforce.

  • Completes required organizational compliance education, including assigned requirements that are client\-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.

    Qualifications Basic Requirements / Certifications:

  • Three years of leadership background and two years management of programs and services experience.
  • Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities.
  • Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.

  • Successful completion of an agency\-sponsored on\-the\-job training program may be substituted for
  • qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

    + Assignments providing a knowledge of basic health system administration philosophies, practices,

    and procedures, and basic government administrative policies and requirements;

    + Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and

    + Oversight by an experienced health system administrator with periodic evaluation of the individual's

    progress and appropriate adjustment of the training program.

  • CPR/Basic Life Support (BLS) certified through American Heart Association (AHA) or American Red Cross. (If not currently certified, must obtain within the first 30 days of hire.)
  • Trained in Basic First Aid.
  • If holds a clinical license, employee is responsible to ensure continued status.
  • Employees shall have at least two years of general experience that demonstrates the following:
  • + The ability to greet and deal tactfully with the public.

    + Capability of understanding and applying written and verbal orders, rules, and regulations. All personnel shall be literate and be able to interpret printed rules and regulations, detailed written orders, training instructions and materials, and must be able to compose reports.

    + Good judgment, courage, alertness, an even temperament, and render satisfactory performance through knowledge of his/her position responsibilities.

    + Ability to maintain poise and self\-control during situations that involve mental stress, such as fires, explosions, civil disturbances, and building evacuations.

    Education Required:

  • Graduate Education: Master’s degree \- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR
  • Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • + Missions, organizations, programs, and requirements of health care delivery systems

    + Regulations and standards of various regulatory and credentialing groups

    + Government\-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

    Physical Requirements:

  • This position is considered hazardous duty.
  • Required to walk unaided at a normal pace for up to 5 minutes and maintain balance.
  • Required to jog/fast walk up to ¼ mile.
  • Requires physical exertion such as lifting objects greater than 30 pounds.
  • Required to perform CPR/emergency care standing or kneeling.
  • Must have the ability to assist sick, injured, or aging patients or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self).
  • Must be able to see, hear and smell with aids if necessary.
  • Must be able to lift, push, or carry 30 pounds.
  • Must perform the duties of my job in a stressful and often austere environment without physical limitations.
  • Sitting and/or standing for extended periods of time.
  • Average manual dexterity for computer operation.
  • Phone or computer use for extended periods of time.
  • Other Special Qualifications:

  • Minimum of 21 years of age.
  • Must maintain current/physical residency in the continental U.S.
  • Pass a medical examination conducted by a licensed physician within 30 days prior to initial assignment.
  • Be a U.S. citizen or a person lawfully admitted into the U.S. for permanent residence.
  • Have resided in the U.S. for the last five years (unless abroad on official U.S. government duty).
  • Successfully engage in and complete a thorough Background Investigation.
  • Poses or have ability to obtain required security clearances.
  • Proficiency in Spanish is preferred.

Additional Information Pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.
