Description GENERAL DESCRIPTION
Performs advanced (senior\-level) financial analysis and regulatory work. Work involves compiling, reviewing, and analyzing financial data. Prepares financial reports required by external oversight agencies such as the Legislative Budget Board and Office of the Governor. Responds to financial reporting inquiries and open records. Works under minimal supervision with considerable latitude for the use of initiative and independent judgement. Reports to the Director of Accounting, Financial Reporting, and Budget Management.
PRINCIPAL JOB DUTIES AND RESPONSIBILITIES
60% Financial Reporting: Analyzes financial data, information, and applicable business, financial, and/or regulatory plans. Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation. Processes information by auditing and verifying financial data. Reviews reconciliation of treasury cash, and audits various financial accounts. Reconciles agency revenue collections and expenditures. Prepares and enters journal entries into agency accounting systems. Assists in the data entry, updates, and reconciliation of asset management information. Assists with setting up and maintaining budgets. Maintains confidentiality.
20% Special Projects: Assists in coordinating and conducting project activities for special assignments and/or reports. May assist in providing guidance to other team members assigned to special projects. Maintains confidentiality.
10% Pre\-Audit Work: Prepares working papers and gathers supporting documentation to meet audit requirements and for compliance with state and federal standards and Texas Comptroller of Public Accounts policies and procedures.
5% Policies/Procedures: Review and updates policies and procedures as needed to support the functions of financial reporting.
5% Other Duties as Assigned.
REQUIRED EXPERIENCE AND EDUCATION
- Graduation from a standard senior high school or equivalent is required.
- Graduation from an accredited college or university with a bachelor’s degree in business, finance, accounting, data science, statistics, or economics is required.
- Minimum five years’ experience in bookkeeping, revenue, accounts payable, payroll, travel, or general accounting experience is required.
- Minimum five years’ experience in Texas State Government accounting is required.
- Experience with Microsoft Excel, Word, PowerPoint, Outlook, and Teams is required.
- Experience with Centralized Accounting and Payroll/Personnel System (CAPPS) is required.
- Experience with Uniform Statewide Accounting System (USAS) required.
- Experience with Texas Identification Number System (TINS) preferred.
- Certified professional accountant (CPA) preferred.
- Financial administration and fiscal accounting.
- Generally accepted accounting principles (GAAP).
- Governmental Accounting Standards Board (GASB) statements and standards.
- Texas Comptroller of Public Accounts accounting policies and procedures.
- Cash management and administration.
- A thorough understanding of financial reporting and general ledger structure.
- The use of standard office equipment and personal computers.
- Microsoft Office applications include Excel, Word, PowerPoint, Outlook, SharePoint, and Teams.
