Position Overview: The Permitting Manager is responsible for leading and managing the permitting process for engineering projects, ensuring timely acquisition of all required permits and regulatory approvals. This role requires close coordination with internal engineering teams, regulatory agencies, and external stakeholders to support successful project planning, design, and execution. Responsibilities: Lead the end\-to\-end permitting process for engineering projects including land development, construction, and environmental compliance. Serve as the primary liaison between project teams and local, state, and federal permitting agencies. Oversee preparation and submittal of permit applications, including technical documentation and supporting materials. Monitor and manage timelines to ensure permits are obtained on schedule to meet project deadlines. Interpret and ensure compliance with applicable codes, regulations, and permitting requirements. Track and maintain a comprehensive database of all permits, approvals, and associated conditions. Coordinate with design, environmental, and construction teams to ensure alignment of permit conditions with project execution. Provide guidance and training to staff on permitting procedures, documentation, and best practices. Represent the organization in public meetings, hearings, or consultations related to permitting matters. Stay informed of changes in regulatory requirements and communicate impacts to relevant stakeholders. Other duties as assigned. UES retains the right to add to or change the duties of the position at any time.Qualifications: Bachelor’s degree in Environmental Science, Environmental Engineering, Biology, Planning, Natural Resources, or related field. Master’s degree is a plus. 5\+ years of experience in permitting, regulatory compliance, or project management within an engineering or environmental consulting environment. Experience with federal (e.g., USACE, EPA, FWS), state, and local permitting processes (e.g., Clean Water Act Section 404/401, Endangered Species Act, NEPA/CEQA). Proven track record of managing multiple permitting processes and timelines across complex projects. Strong understanding of environmental laws and permitting processes. Excellent technical writing, communication, and organizational skills. Ability to manage multiple projects with competing deadlines. Proficiency in Microsoft Office; GIS or environmental modeling tools is a plus. Ability to manage multiple permit applications and deadlines efficiently Ability to read and write, including interpreting documents such as safety rules, operating and maintenance instructions, and procedure manuals, as well as writing routine reports and correspondence, and speaking effectively with colleagues, supervisors, and customers/clients. Travel Requirements: + This position requires occasional domestic overnight travel, approximately 10% to 20% of the time, to supportbusiness objectives and client engagements. Travel may be both scheduled and on short notice, depending on project needs. Destinations typically include job sites, field locations, or regional offices, where work may be conducted in outdoor or operational environments. Adherence to all company safety protocols and use of PPE is required during travel and on\-site work. \#LI\-MA1 \#LI\-Onsite Physical Demands \& Work Environment: + This position primarily operates in a professional office environment, requiring the ability to work at a desk for extended periods while using a computer, phone, and standard office equipment. + The position involves sitting for extended periods, performing data entry, and engaging in frequent communication via email, phone, and in\-person interactions. + The role involves regular communication with team members, clients, and stakeholders, both in person and through virtual platforms. + The physical demands of the job may include occasional standing, walking, bending, and lifting of office materials up to 15 pounds.
