OSAGE COMMUNITY SCHOOL DISTRICT School Business Official The mission of the Osage Community School is to sustain and enhance a caring community to produce enthusiasm for lifelong learning. JOB SUMMARY Reports to: Superintendent and the School Board Summary: Serves as the Chief Financial Officer of the school district under the direction of the Superintendent. The SBO is responsible for the district\`s business and financial functions and other duties assigned by the Superintendent. RESPONSIBILITIES \& ESSENTIAL FUNCTIONS Oversee the day\-to\-day operations of the district’s finance and business functions. Serve as the district’s School Business Official, Chief Financial Officer, and Board Secretary/Treasurer. Supervise the fiscal operations of the school district using sound accounting and bookkeeping principles and procedures. Manage and maintain accurate financial records for all district funds, including, but not limited to, General, Management, Trust and Agency, Capital Projects, Bonds and Interest, SAVE, PPEL, Activity, and other applicable funds. Maintain an accurate and separate account of each district fund. Code school finance data in accordance with Governmental GAAP, the Uniform Financial Accounting Manual, and the current Chart of Accounts. Maintain district general ledger account numbers and post journal entries, corrections, and adjustments as necessary. Ensure timely payment of bills, accounts payable, employee withholdings, and other financial obligations. Reconcile all district bank accounts monthly and ensure the accuracy of bank and financial records. Optimize banking and deposit relationships and develop strategies to strengthen the district’s cash position. Audit building\-level cash handling and business procedures and recommend improvements as needed. Manage and navigate district accounting and financial software. Input, maintain, and analyze financial data using spreadsheets, word\-processing programs, accounting systems, and other technology. Maintain appropriate internal controls and segregation of duties within the Business Office. Assume primary responsibility for the development, preparation, and administration of the district’s certified and operating budgets. Work collaboratively with the Superintendent and administrative team on annual budget development and long\-range financial planning. Prepare line\-item budgets by department and develop multi\-year projections of revenues and expenditures. Provide building and department leaders with budget reports, forecasts, and financial information to support responsible spending decisions. Monitor expenditures and ensure compliance with approved budgets and the concept of spending authority. Assist the Superintendent in developing recommendations regarding salaries, benefits, staffing, and other financial matters. Prepare accurate and timely monthly operating statements, quarterly reports, annual reports, and other financial information as requested. Provide monthly statements of receipts, disbursements, and balances for each district fund. Prepare monthly financial reports for the Board of Education and program administrators, including analysis of significant revenue and expenditure variances. Provide detailed, accurate, and useful financial information to the Board, Superintendent, administrators, and other district leaders. Submit required state and federal payments, reports, and filings in a timely manner. Complete and submit the Certified Annual Report and other required state and federal reports. Upload financial data through the Iowa Education Portal and other required reporting systems. File taxes and other financial reports accurately and within required deadlines. Maintain a working knowledge of laws, regulations, rules, and reporting requirements applicable to Iowa school districts. Understand and apply the content and purpose of the Aid and Levy Worksheet. Manage and monitor open enrollment, special education, supplemental weighting, Medicaid, and other district billing and reimbursement programs. Ensure timely payment of employee withholdings to appropriate governmental agencies, retirement systems, and other entities. Audit records and administer payment processing related to employee benefits and contributions. Manage the district’s insurance programs related to property, workers’ compensation, liability, vehicles, and other district assets and operations. Monitor district practices and procedures to promote appropriate risk management and compliance. Supervise and coordinate the district’s annual financial audit. Maintain an effective and professional working relationship with external auditors. Arrange and coordinate the preparation of financial records, schedules, supporting documentation, and other materials required for the annual audit. Review audit findings and implement recommendations related to corrections, adjustments, internal controls, and segregation of duties. Conduct an annual review of district accounting and financial practices. Identify opportunities to strengthen financial controls, improve efficiency, and ensure compliance with applicable requirements. Serve as Board Secretary/Treasurer. + Attend all required Board of Education meetings. + Prepare, maintain, and safeguard official financial and business records associated with Board activities. + Take and maintain Board meeting minutes as assigned. + Publish required legal notices concerning district business, including Board minutes and other legally required notices. Assist the Superintendent and Board in evaluating financial options, identifying financial risks, and making sound fiscal decisions. Ensure district financial practices and business operations are consistent with Board policies and applicable laws. Assist the Superintendent in making recommendations concerning employee salaries and benefits. Adhere to Board policies, district procedures, employee handbooks, contractual obligations, and applicable state and federal laws. Maintain a current working knowledge of school finance, governmental accounting, budgeting, payroll, employee benefits, insurance, taxation, auditing, reporting requirements, and other matters affecting school district operations. Participate in workshops, conferences, professional development, and other activities designed to maintain and enhance knowledge and skills related to the position. Maintain appropriate professional relationships with Board members, administrators, employees, auditors, governmental agencies, financial institutions, vendors, and community stakeholders. Exercise sound professional judgment, confidentiality, integrity, and discretion in the performance of all duties. Perform other duties as assigned by the Superintendent and/or Board of Education. IOWA SCHOOL BUSINESS OFFICIAL STANDARDS Standard 1\. Each school business official shall demonstrate an understanding of Uniform Financial Accounting, governmental GAAP accounting, and statutory concepts. Standard 2\. Each school business official shall demonstrate the ability to implement effective internal controls and accounting processes. Standard 3\. Each school business official shall demonstrate an understanding of and compliance with federal, state, and local reporting requirements. Standard 4\. Each school business official shall demonstrate compliance with applicable federal, state, and local laws. Standard 5\. Each school business official shall demonstrate competence in technology appropriate to the school business official position. Standard 6\. Each school business official shall demonstrate appropriate personal skills. Standard 7\. Each school business shall engage in professional growth. Standard 8\. Each school business shall fulfill professional responsibilities established by the school district. Standard 9\. If a school business official is also employed as the secretary or treasurer of the school board, the school business official shall perform those stipulated functions. KNOWLEDGE, SKILLS, AND ABILITIES Ability to organize multiple tasks and conflicting time constraints. Effective verbal and written communication skills. SPECIFICATIONS AND/OR QUALIFICATIONS Possess or ability to qualify for School Business Officer Authorization. Basic criteria include a minimum of an associate's degree in business or accounting or 60 semester hours of coursework in business or accounting of which 9 semester hours must be in accounting. Applicants must have successfully completed an Iowa Division of criminal investigation and national criminal history background. Successful experience as an Iowa Public School Business Official or similar field. Undergraduate degree in finance, business, accounting, or related area. JOB SUMMARY Reports to: Business Manager and Superintendent Summary: The Human Resource Director manages all human resource tasks and serves as an assistant to the Business Manager to help with payroll and accounting procedures. To accomplish these tasks, the Human Resource Director must work closely with the staff and administration. RESPONSIBILITIES \& ESSENTIAL FUNCTIONS + Maintain employee records for the districts to ensure that all federal and state laws and mandates are followed. + Payroll. + Keep track of licenses and training for all staff. + Hiring: interviews, job descriptions, etc. Phone calls. Training new hires. + - Background checks. Posting internal and external open positions + Payroll entering and processing. + - Managing TMS system (time management system). + Manage the district\`s insurance and benefit program. + Ensure that hiring activities conform to district guidelines. + Communicate effectively with members of the school district and community. + React to change productively, and handle other tasks as assigned. + Appropriately operate all equipment as required. + Support the value of an education. + Support the philosophy and mission of the districts. + Process employment applications for advertised positions and substitutes. + Distribute and process employment forms for new employees and explain benefits. + Distribute federally mandated annual health insurance notices. + Distribute Open Enrollment Period notices and process changes. + New staff orientation regarding benefits, master contract, employee handbook. + Respond to employee questions regarding their benefits and process changes as needed. Records Management + Maintains personnel records for the district. + - Monitors licensure expirations and sends appropriate notifications. Ensures all file documentation is complete and filed appropriately. Maintains seniority lists for faculty and support staff for the district. Monitor and track certification lane and step with supporting documentation for issuance of appropriate contract. + Contracts. + - Responsible for issuing contracts to all district personnel and ensuring return by the posted deadline. + Prepares all beginning of the year letters and materials. Master Contract. + Annually updates the Master Contract for both faculty and support staff. + Carefully tracks changes and updates. SPECIFICATIONS AND/OR QUALIFICATIONS High school diploma or equivalent. Associate or Bachelor's degree or higher in human resource management, accounting, business, or equivalent field preferred. Desire to continue career improvement. PHYSICAL REQUIREMENTS Requires prolonged sitting or standing. WORKING CONDITIONS This position will be shared with the Riceville Community School District. This employee will be in Osage three days a week, and Riceville two days a week.
