Analyst \- Property and Aggregate Revenue ============================================= OFFICE OF MANAGEMENT \& BUDGET Posted on 07/24/2026 Full\-time Location MANHATTAN No exam required Department Tax Policy Salary range: $60,764\.00 – $77,327\.00 Save Job Description ------------------- TASK FORCE: Tax Policy, Revenue Forecasting and Economic Analysis UNIT: Property and Aggregate Revenue JOB TITLE: One (1\) Assistant Analyst / Analyst CONTROL CODE: TAX\-27\-01 SUMMARY: The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of more than 90 City agencies and entities. The Tax Policy, Forecasting and Economic Analysis Task Force is responsible for forecasting and monitoring trends in the local, national and global economies, including tax revenues, unemployment, and population growth. Within this task force, the Tax Policy Unit monitors and forecasts revenues from City taxes, including real property tax, consumption taxes, personal income tax, business taxes and more. Annually, the City collects more than $80 billion in tax revenues. The property and aggregate revenue unit monitors and forecasts property and property related taxes amounting to over $34 billion and provides the reporting function of all the tax revenue collections. JOB DESCRIPTION: Tax policy analysis and revenue forecasting require thorough and up\-to\-date knowledge of the City’s economic structure as well as an understanding of the complex tax policy environment. The duties of this position will encompass the following activities: Data Organization/Maintenance: Maintain the current structure and accuracy of the taskforce’s SQL data systems using Python and Excel. Standardize and/or expand data structures, and/or develop new data pipelines, and automate workflows. Facilitate regular review of data workflows for efficiency improvements. Data Reporting/Visualization: Maintain and/or improve current aggregate revenue reports and presentations using Python and Excel. Transform datasets into compelling visuals tailored for different levels of leadership and external government agencies using Python and Excel. Provide visual, technical, and editorial guidance to presentations as necessary. Tax Revenue Forecasting: Maintain current econometric forecast models for select property\-related taxes such as the Commercial Rent Tax (CRT). Help with the organization and analysis of data related to the City’s Real Property Tax (RPT) system. Legislative and Policy Analysis: Track, interpret, and analyze local and state legislative tax proposals. Draft policy memos on legislative proposals, residential and commercial property tax incentives, and property\-related revenue structures. Taskforce Coordination: Facilitate cross\-unit collaboration regarding the flow of data and information. Communicate with external government agencies. Applicants should be well organized, able to multi\-task, and have the capacity to understand a wide range of topics. This role can be fast paced at times and can require quickly digesting new information and developing informed opinions. QUALIFICATIONS: Hard Skills: Proficiency in Microsoft Office computer suite is required. Proficiency in STATA and Python, or other coding language with the ability to learn STATA and Python quickly. Experience working with, developing, or administering databases in SQL. Familiarity with economic forecasting tools such as linear regression, trend analysis, and out\-of\-sample prediction tests. A bachelor’s degree in economics or another quantitative subject. Soft Skills: Desire to work in and improve the functioning of the public sector. Ability to effectively communicate within a team environment. Comfortable presenting to and sharing ideas with both internal and external teams. Able to maintain an open mind and provide creative solutions. Strong analytic and quantitative skills. Detail\-oriented and able to work with limited supervision. Availability to work late nights and weekends on a limited basis with advanced notice. DESIRED SKILLS: Familiarity with data science tools such as Azure Dev Ops, git, etc. Knowledge of economic policy evaluation tools such as difference\-in\-difference or regression discontinuity design. Comfortable working with large administrative datasets such as the American Community Survey Data. REQUIREMENTS: A cover letter is required to be considered for this position. Assistant Analyst ($60,764\+): Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment with no full\-time experience or one year of full\-time experience in budgetary planning/management, financial analysis, public policy analysis/administration or a related field. Analyst ($77,327\): Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of two years responsible budgetary planning/management, financial analysis, public policy analysis/administration or a related field; or an awarded Master's degree in Financial Management, Business, Public Administration or a field related to the specific assignment.
