Position Overview This position serves as a Classifications Specialist performing complex, specialized professional duties for the effective implementation of personnel operations in the areas of position classification and other related personnel activities for the Human Resources Office of the Illinois Commerce Commission (ICC). This position will be the lead on all job descriptions for all code and non\-code positions at the ICC, and prepare, maintain, and research a variety of HR records, positions descriptions, and organizational charts. The Job Classifications Specialist will also interpret and provide technical expertise applicable to the personnel program, i.e. ICC personnel policies and procedures, Personnel Code and Rules, Classification Plan, and various regulatory matereials to ensure ICC understanding and conformance. This position will participate in the hiring process by serving as the classifications expert to hiring staff to assist with any questions/issues they may have regarding job descriptions and will also perform liasion functions with ICC program areas, CMS, DoIT, and other stakeholders for the maintenance of the comprehensive classification program for the ICC. Essential Functions Under general direction, serves as a Classification Specialist performing complex, specialized professional duties for the effective implementation of personnel operations in the areas of position classification and other related personnel activities for the Human Resources Office of the Illinois Commerce Commission (ICC). Reviews classification requests from management which includes but not limited to, complex job description establishments, clarifications, position number changes, additional identical changes, abolishments, structure changes, realignments, reorganizations, work county changes, etc. Conducts job audits and technical reviews of position descriptions which includes research and comparative analysis to determine proper allocation of class titles, duties and option, proper levels of duty authority and structure/reporting levels, researching for duplication of work, and reviewing requirements to verify they correctly support the class title and option, as well as review and verification of bargaining codes. Provides professional assistance to the HR Director and HR Assistant Director by performing extensive research utilizing multiple systems and databases and providing specialized information including creating various reports relating to personnel and classification issues. Provides input into organizational reviews and in the review and revisions of CMS classification specifications. Provides guidance to employees and agency liaisons relating to personnel services; analyzes, recommends, and articulates personnel\-related policies and procedures. Appraise management of any potentially problematic issues and provides recommendations for resolution. Provides training and guidance on position classification and other related personnel activities. Prepares, reviews, clarifies, and abolishes job descriptions for all code and non\-code positions at the ICC. Compare levels of complexity of already established positions and drafts job descriptions for newly established positions. Reviews job descriptions including but not limited to job duties, responsibilities, conditions of employment, and position marketing statements to ensure completeness and adherence to laws, rules and guidelines. Reviews organizational charts and job descriptions to ensure compliance with classification plan and Executive Director’s vision of the agency. Conducts meetings with management to explain classification processes. Approves or disapproves position descriptions after analysis of descriptions in relation to established class specifications, organizational structure and current interpretations. Assists agency staff regarding problems with submitted materials. Works closely with agency hiring staff to ensure job descriptions are in line with hiring processes. Distribute job descriptions to appropriate staff. Utilizes various computer software programs to create and maintain organizational charts and to track assigned caseloads of requests, projects, and assignments. Essential Functions Cont. Prepares, maintains, researches and stores a variety of HR records, position descriptions, organizational charts, and other files: Reviews the accuracy and validity of data reflecting HR Classifications making necessary or mandated adjustments to ensure HR files and records are organized, up to date, and record historical changes. Maintains a detailed tracking log on all classification requests, assignments and projects to continually provide detailed status information as they move through the review/approval process, which includes communication details, issues, approvals, denials, submissions, etc., ensuring the most current status is on file at all times. Consistently monitors caseload to verify assigned requests/assignments/projects are being responded to and addressed in a timely manner. Accurately reflects and maintains changes affected by the personnel transactions on organizational charts, job descriptions, salary structures, vacancy/headcount related records and reports, etc. Utilizes various computer software programs including but not limited to: Microsoft Visio; Microsoft Suite (Word, Excel, PowerPoint, Outlook); Microsoft Teams, OneDrive, and SharePoint; SAP SuccessFactors; HRIS; Docuware and/or comparable program; AdobePro; WebEx. Interprets and provides technical expertise applicable to the personnel program, i.e. ICC personnel policies and procedures, Personnel Code and Rules, Classification Plan, and various regulatory materials to ensure ICC understanding and conformance: Researches and drafts original and revised ICC personnel policies and procedures, coordinates approval process and dissemination processes. Provides advice and recommendations concerning classification and compensation of positions. Maintains Employee Manual and Salary Guidelines. Provides technical assistance to management, Directors, and HR Liaisons with regard to interpretation of related rules, policies, and procedures. Provides training to management, supervisory, and agency staff concerning human resources administration and operations. Provides input to management on effectively organizing and reorganizing functions and staff to meet operational needs, resolve reassignments, plan for layoffs or agency directed geographical transfers, and establish new goals and initiatives with major impact on personnel operations. Reviews, interprets, provides input, and maintains FLSA information related to personnel actions. Maintains accurate Revolving Door designations on various HR documents by coordinating position and incumbent information with ICC Ethic’s Officer for final determinations. Essential Functions Cont. Participates in the hiring process which includes but is not limited to: Completing various required hiring related forms. Serves as a classification expert to hiring staff to assist with any questions/issues they may have regarding job descriptions. Assists hiring staff and managers with development of application and/or interview questions based on the requirements of the positions. Serves as an interviewer. Performs liaison functions with ICC program areas, CMS, DoIT, and other stakeholders for the maintenance of the comprehensive classification program for ICC: Provides review and revisions to job descriptions and CMS’ classification specifications. Contacts CMS staff for assistance with coded classification actions. Assists in identifying issues and working with various entities in the use of and troubleshooting the State of Illinois personnel system. Explains and interprets ICC programs to management staff to ensure understanding of relationships, roles, and utilization of positions. Provides advice and recommendations to management regarding the placement of positions and evaluation of duties. Conducts non\-code class studies, if requested. Perform other duties as required or assigned, which are reasonably with the scope of the duties enumerated above. Specialized Skills Requires two (2\) years of professional experience in position classification plan rules and guidelines processing job descriptions and preparing organizational charts. Requires two (2\) years of professional working experience interpreting and applying the Illinois Personnel Code, Personnel Rules, Pay Plans, collective bargaining contracts as applicable to state classifications and hiring process. Requires two (2\) years of basic experience utilizing State of Illinois systems, SAP SuccessFactors, HRIS, Docuware and/or comparable programs. Requires two (2\) years of basic experience utilizing Microsoft Visio, Word, Excel, Teams, SharePoint, and AdobePro. Requires two (2\) years of experience communicating with internal and external parties both in writing and verbally to interpret, obtain and solicit information. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four years of college. Requires two years of professional human resources experience. Preferred Qualifications Prefers at least two (2\) years of professional human resources experience in a classification field drafting and revising job descriptions and preparing organizational charts. Prefers at least two (2\) years of professional human resources experience in a human resources office interpreting and applying knowledge of the personnel laws, administrative orders, executive orders, policies, collective bargaining contracts, position classification and pay plans, Equal Employment Opportunity Act, Civil Rights Act, and other various human resources programs, rules and regulations. Prefers at least two (2\) years of basic experience utilizing State of Illinois systems, SAP SuccessFactors, HRIS, Docuware and/or comparable programs. Prefers at least two (2\) years of basic experience utilizing Microsoft Visio, Word, Excel, Teams, SharePoint, and AdobePro. Prefers at least two (2\) years of professional writing experience ensuring correct grammar and punctuation.
