The Specialist supports implementation of federal, state, and local requirements related to English language development and Dual Language programs while assisting schools with identification, placement, language acquisition monitoring, assessment, family engagement, and program effectiveness. The Specialist collaborates with district and school leaders, instructional coaches, teachers, and support staff to ensure compliance with Title III, Colorado Department of Education requirements, and district expectations for multilingual learner services. The position serves as a key resource for data analysis, program monitoring, professional learning, and continuous improvement efforts that promote student achievement and biliteracy development. Compliance and Program Monitoring+ Monitor district compliance with federal, state, and local requirements related to multilingual learners. + Coordinate procedures for student identification, placement, service delivery, re\-designation, and monitoring. + Review and monitor English Language Plans (ELPs) for compliance and effectiveness. + Conduct program audits and monitoring activities to ensure implementation fidelity. + Support preparation of state and federal reports related to multilingual learner programs. + Assist with development and monitoring of Title III and related grant requirements. English Language Development (ELD) ? Assists the staff and administrators to monitor, refine, and promote the ELD plan and the K\-12 biliteracy program within the school, with parents/guardians, and in the greater community. ? Supports the process to identify emerging bilingual students at all grade levels, including review of students to monitor progress. ? Assist teachers to develop and provide emerging bilingual students with appropriate instruction through lesson internalization, data driven decision making, and progress monitoring via the coaching mode ? Supports continuing evaluation of the Dual Language and ELD program and implement changes based on findings. Special Education Compliance ? Monitors IEP paperwork completed by campus personnel for Dually Identified ML/Sped Students. ? Maintains current state assessment rosters for Dually Identified ML/Sped Students. ? Maintains systematic communication between special and general education personnel with respect to IEP meetings, student accommodations, and instructional concerns and progress for Dually Identified ML/Sped Students. World Language and Biliteracy Programs+ Support implementation and alignment of district World Language programs. + Collaborate with school leaders and teachers to ensure consistent instructional practices and program quality across World Language courses. + Support curriculum development, review, and alignment to Colorado Academic Standards and national World Language standards. + Assist in monitoring student participation and achievement within World Language programs. + Coordinate district efforts related to the Seal of Biliteracy and Pathways to Biliteracy programs. + Support recruitment, retention, and professional learning of World Language educators. + Collaborate with secondary schools to expand opportunities for language acquisition, biliteracy, and multilingualism. + Assist in evaluating program effectiveness and recommending improvements to increase student access and achievement. Assessment and Accountability+ Support district implementation of ACCESS for ELLs and other required language proficiency assessments. + Provide training and support to testing coordinators and school staff. + Monitor language acquisition progress and achievement outcomes. + Analyze district, school, and student\-level data to identify trends and improvement opportunities. + Develop reports and dashboards that support decision\-making and program evaluation. + Assist in evaluating effectiveness of CLDE and Dual Language programs. Professional Learning and Capacity Building+ Design and facilitate professional learning opportunities related to language development, sheltered instruction, Dual Language education, and multilingual learner achievement. + Support implementation of evidence\-based instructional practices for multilingual learners. + Collaborate with CLDE Coaches to align professional learning and coaching supports. + Assist administrators in understanding effective multilingual learner programming and instructional expectations. + Develop resources and guidance documents to support staff implementation. Family and Community Engagement+ Support meaningful family engagement opportunities for multilingual families. + Assist schools in communicating program information and student progress to families. + Support translation and interpretation systems and processes. + Collaborate with community organizations that serve multilingual learners and families. + Promote family understanding of language development, biliteracy pathways, and educational opportunities. Compensation for this position is $91,000 to $130,000 per year (2026\-2027\), based on verified experience and qualifications, and aligned with the Adams 14 salary schedule.
