PURPOSE OF CLASSIFICATION
Manages and coordinates the research, planning, and development of major county\-wide or departmental projects, programs or grants. Assists the Office of Grants Administration and county departments with financial and accounting functions, engages in budgetary activities, and develops financial proposals. Provides management and coordination of grants from the Department of Housing \& Urban Development (HUD) and other funding sources.
ESSENTIAL FUNCTIONS

Maintains the accounts of various funds such as enterprise funds, construction, pension, and special revenue funds; prepares complex financial statements and reports; resolves technical accounting problems. Analyzes cost and other financial records; provides information and recommendations regarding fiscal operations of county funds; completes special accounting projects as directed. Performs/coordinates various budgetary activities and development of financial proposals; makes recommendations on procedural changes to increase department efficiency; reviews and recommends proposed budgets; maintains records on departmental budget proposals from budget review meetings. Reviews department purchase order requisitions for availability of funds; approves as appropriate and forwards requisitions to purchasing department after budgetary review; discusses alternative course of actions with department managers when funds are not available; approves purchase orders after pricing of commodity; approves accounts payable vouchers. Provides financial support/assistance regarding state/federal grant activities; prepares budget and financial reports for federal and state grants; prepares/maintains project/grant cost schedules; identifies necessary requirements and procedures for proper accounting of all assets, liabilities, revenues, and expenditures of grant programs based on terms of grant program agreements and applicable laws and regulations; determines allowable costs and other program guidelines on awarded grants; monitors financial status, performance, effectiveness and compliance of government/grant programs; monitors sub\-recipients; finalizes grants; de\-obligates grants as needed and prepares accounting entries; submits grant reimbursement and county contract claims; prepares year\-end project/grant close\-out entries; prepares project/grant carry\-forward budget amendments. Coordinates audit activities; plans/prepares quarter\-end and year\-end federal/state financial reports; assists outside auditors with compliance tests and response to any necessary correction
actions. Performs departmental projects and programs involving studies; prepares reports for solution of various administrative and fiscal problems, such as costs analysis, policy/procedure review, or policy revisions. Provides overall financial management/coordination of grants from the Department of Housing \& Urban Development (HUD); coordinates financial issues with county Housing \& Community Development Program staff, other county departments, HUD, and other agencies/organizations receiving HUD grants from the county; assists in development budgets for HUD grants; reviews/approves requests for funds and draw\-downs submitted to HUD via computer; prepares requests for payment/reimbursement from HUD grant funds; reconciles expenditures with revenues; prepares quarterly financial reports for submission to HUD; and reconciles draw\-downs from HUD computer system with county accounting system. Reviews audits and financial systems of agencies/organizations receiving county HUD grant funds for compliance with federal requirements. Prepares financial reports for HUD grants from county accounting system and HUD system; performs financial monitoring of agencies/organizations receiving county HUD grant funds; monitors separate HUD account activity and balance; transfers money in county operating account. Administers contract between the county and consultants of Clayton County Housing \& Community Development Program for the planning and management of HUD grants; reviews/monitors performance of consultants who administer county HUD grants. Reviews HOME Program matching funds log maintained by the Housing \& Community Development Program; develops reports of monthly expenditures/revenues for use by Housing \& Community Development Program, using county accounting system data and HUD data; maintains a tracking system for Program Income generated from HUD grants; reconciles Program Income with county accounting system, bank accounts, and HUD computers; ensures that Program Income on hand is disbursed prior to requesting drawdowns from HUD grants. Reviews IDIS financial information monthly for reconciliation with county accounting system; reviews revenue and expenditures in county accounting system; prepares adjusting journal entries as needed after reconciliation. Performs general accounting tasks, such reconciling reports/statements, researching financial discrepancies, compiling/balancing reports, filing/distributing mandatory reports, balancing accounts/ledgers, or maintaining financial records. Prepares or completes various forms, reports, correspondence, budgets, budget amendment requests, budget forecasts, financial statements, financial reports, cost studies, cost analyses, grant/contract amendments, grant cost methodologies, purchase requisitions, journal entries, annual reports, program reports, cash transaction reports, draw down reports, schedules, or other
documents. Receives various forms, reports, correspondence, budget reports, general ledgers, purchase requests, vouchers, invoices, checks, grant awards, grant proposals, revenue/expense reports, accounting reports, comprehensive financial reports, departmental reports, IDIS reports, program reports, reconciliation reports, audited financial statements; policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Maintains file system of documentation and records. Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, Internet, financial/accounting, communications, HUD reporting system, or other software programs. Communicates with supervisor, employees, other departments, board members, county officials, grant managers, HUD representatives, consultants, government agencies, the public, outside organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops, training sessions, seminars, and professional meetings as appropriate.
MINIMUM QUALIFICATIONS
Bachelor’s Degree in Accounting, Finance, Management, Business Administration, or related field supplemented by four (4\) years previous experience that includes financial management, governmental/CPA accounting, budget preparation, financial analysis, and project management; or Associate’s Degree in Accounting, Finance, Management, or Business Administration supplemented by eight (8\) years previous experience and/or training that includes financial management, governmental/CPA accounting, budget preparation, financial analysis, and project management; or High School Diploma and twelve (12\) years previous experience and/or training that includes financial management, governmental/CPA accounting, budget preparation, financial analysis, and project management. Must have good skills in the use of personal computers and mainframe computer applications comparable to those used by the Clayton County Finance Department; ability to analyze and prepare financial statements and reports in a timely manner; ability to perform effectively in meeting deadlines and production schedules; and ability to analyze and process financial data with grant projects.
