We’re hiring a Utilities Services Specialist to join our Utilities Department team!

This position plays a vital role in supporting the City’s utility billing operations and customer service functions. The Utilities Services Specialist performs specialized clerical and technical duties related to account management, meter reading entry, billing calculations, payment processing, and customer support for water, sewer, stormwater, and trash services.

The ideal candidate demonstrates strong attention to detail, financial accuracy, and professionalism in customer interactions. This role requires the ability to manage multiple priorities in a fast\-paced environment while ensuring accurate and timely billing, maintaining compliance with City policies, and delivering exceptional service to the community.

Position Type: Job Share (One Full\-Time Equivalent split into two part\-time positions). This is a job share position limited to 20 hours per week. Additional hours may occasionally be required to meet the operational needs of the full\-time role shared between the two positions. Benefits and accruals will be provided at 50% of the full\-time rate .

Essential Job Functions

  • Prepares, calculates, and processes utility bills for water, sewer, stormwater, and trash services based on meter readings and rate schedules.
  • Inputs and verifies meter reads; researches and resolves discrepancies such as high/low usage or zero reads.
  • Sets up, maintains, and closes utility accounts, including ownership changes, service requests, and move\-ins/outs.
  • Responds to customer inquiries in person, by phone, or email regarding account balances, billing disputes, and service issues.
  • Processes payments, adjustments, credits, and account corrections in the utility billing system.
  • Monitors delinquent accounts; prepares shut\-off notices, coordinates service disconnections/reconnections, and assists in collection activities.
  • Works with field staff to coordinate meter checks, rereads, and service orders.
  • Assists with annual rate updates, audit preparation, and monthly reconciliations as needed.
  • Maintains accurate records, documentation, and compliance with city policies and regulatory requirements.
  • Provides backup to other billing or front desk staff as needed.
  • Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.

    Knowledge Skills and Abilities

  • Strong attention to detail and accuracy in data entry and financial transactions.
  • Basic understanding of utility billing software, Microsoft Excel, and accounting practices.
  • Excellent communication and interpersonal skills for interacting with diverse customers.
  • Ability to handle sensitive and difficult customer interactions with professionalism and diplomacy.
  • Strong organizational skills and ability to manage multiple tasks and deadlines.
  • Basic analytical skills for data management and reporting.
  • Excellent digital communication skills for customer engagement and support.
  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

  • Knowledge of sustainable practices in utility management.
  • Experience with digital marketing tools and social media platforms for customer engagement opportunities.
  • Certifications in digital literacy, customer service, and sustainable practices are advantageous.

    Work Experience Related

  • One (1\) or more years experience in customer service and financial transactions, with a strong emphasis on digital tools and software proficiency.
  • Experience with in\-person and remote customer service.

    Must pass a criminal background check and a driving record check, if required by the position.

    Physical Demands

    Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.

  • Minimal exposure to hazards are typically found in general office environment where there is rarely to no exposure to injury or accident.
  • Work Environment

  • Exposure to routine office noise and equipment.
  • The City of Arvada does not offer benefits to temporary and/or seasonal employees. Temporary, Variable Hour and Health Plan Eligible employees will earn 1 hour of sick leave for every 30 hours worked, up to a maximum cap of 48 hours.
