JOB SUMMARY:
This position reports to the Regional Vice President of Operations. The Traveling Compliance Manager will share the responsibility for Compliance performance for existing and new properties in Cornerstone’s affordable portfolio as assigned by the supervisor. The Traveling Compliance Manager will help Operations staff to understand regulatory programs and related compliance requirements specific to each site as assigned. This position is primarily responsible for ensuring that the corporation is current in gathering accurate data and submitting all compliance\-related reporting. It is imperative that the person holding the position of Traveling Compliance Manager be familiar with and become very well versed in the regulatory requirements of TCAC, HOME, HUD and other local governing authorities. Position may involve field work and travel time as needed.
CLASSIFICATION: Full\-Time, Salary/Exempt
SHIFT: Monday \- Friday 8 am\-5 pm
COMPENSATION: $70,000\-$75,000/year
ESSENTIAL DUTIES:
- Execute annual administrative operating rhythm – to ensure operational and regulatory compliance at the site\-level; due dates, required documents, etc.
- Providing and/or coordinating ongoing compliance training in all areas where a need has been assessed, including presenting on\-the\-job training, coaching, or corrective action
- Conduct internal audits – monitoring and confirming that appropriate, regulatory program\- compliant marketing, re\-marketing and tenant selection processes are consistently in place, and reviewing staff adherence to all pertinent regulations
- When necessary, work directly at the individual site\-level to establish appropriate/best practices – most likely to occur at takeover of acquisition or development projects
- Identify necessary training, and methods, to ensure appropriate understanding and competency by position (e.g. tax credit, section 8, EIV, either using internal or external sources)
- When necessary, participates in file audits to confirm compliance with program requirements including rent limits, income limits, other eligibility and lease requirements including assuring that overall backup documentation is in place to confirm resident eligibility for the communities in the portfolio.
- Provides support, training and feedback to site staff on answering compliance related questions and program regulations as they relate to occupancy and qualifying requirements on file reviews.
- Monitor and track annual recertification due dates and request updates from site staff and Regional Managers on any delinquencies
- Assists with updating Income Limits, Rent Limits and UA’s
- Act as EIV Coordinator
- Assists with running EIV reporting for assigned HUD sites
- Act as SAVE Administrator
- Assists with HUD Voucher Processing
- Assists with working with sites to compile and correct agency findings and responding to agencies on assigned sites
- Assists with regulatory required annual, monthly and quarterly reporting
- Assists with Repayment Agreements and Special Claims as needed
- Other duties as assigned
- Associate Degree; Bachelor or Master’s degree preferred
- Tax Credit Specialist, Certified Occupancy Specialist, or Blended Occupancy Specialist certification required
- 3 \- 5 years of relevant property operations or compliance experience
- Industry knowledge of regulatory requirements related to affordable housing; which includes but not limited to TCAC, HOME, HUD, and other local governing authorities
- Ability to communicate at a high level, both written and oral
- Operate as a fiduciary at all times and in the interests of Ownership and/or the Company
- Ability to work well with internal and external constituents is essential
- Ability to solve problems and develop positive outcomes
- Must be capable of setting priorities and working under pressure
- Must be able to multi\-task
- Ability to work well independently and with a team
- Ability to solve practical problems and make sound decisions in unfamiliar situations
- Working knowledge of computer skills including the Microsoft Office suite and the internet
- Possession of a valid California Drivers License, a good driving record and automobile insurance per requirements of the State of California
- Ability to Travel 100% between sites.
