Job Summary

  • As part of the Talent Management team, and in a high\-volume environment the Staffing Specialist II collaborates with MBTA managers on a regular basis to proactively identify future hiring needs as well as lead efforts to be able to attract candidates using various sources. This position will ensure the Authority attracts, hires, and retains the best employees while growing a strong talent pipeline. The Staffing Specialist II will proactively manage the recruitment processes, consistently making suggestions for improvement and ensuring processes are consistent and efficient.

    Duties \& Responsibilities

  • * Stakeholder Collaboration\- Partner with hiring managers and other stakeholders to understand hiring needs and department objectives to develop successful recruitment strategies to meet the demands of the Department and the Authority.

    * Full\-Cycle Recruitment\- Manage the entire recruitment process for assigned requisitions, including sourcing, screening, interviewing, reference and background checks, and evaluating candidates in a courteous, timely and professional manner ensuring a positive candidate experience.

    * Candidate Evaluation\- Screen resumes, coordinate and conduct interviews (phone, virtual, in\-person), administer pre\-employment and promotional tests when necessary, and assess candidates' qualifications, skills, and cultural fit.

    * Offer Negotiation and Onboarding\- Negotiate offers with selected candidates and collaborate with other members of Workforce Management to ensure a smooth onboarding process for new hires.

    * Data Analysis\- Assist in tracking and analyzing recruitment metrics, including time\-to\-fill, and overall processing of requisitions, to identify areas for improvement and optimize the recruitment process.

    * Strategic Sourcing\- Develop and implement sourcing strategies to identify a candidate pipeline and attract qualified candidates for open and projected vacant roles, utilizing various channels such as job boards, social media, MBTA representation at career fairs, networking events, employee referrals, and additional outreach as needed to ensure diverse candidate pools.

    * Hiring Manager Partnership\- Collaborate closely with hiring managers to understand their needs, including with the assistance of developing and updating job descriptions, defining minimum entry requirements, and providing guidance throughout the hiring process.

    * Market Expertise\- Stay informed about industry trends, best practices in recruitment, and the competitive landscape of recruiting and retaining talent.

    * Colleague Partnerships – Collaborate with other areas within Talent Management and throughout Workforce Management to ensure positive working relationships, including, but not limited to, working closely with the staffing partners, assisting with programmed hiring, cross training in other staffing areas, and meetings with HR Business Partners and various areas to review staffing information and workforce planning.

  • Minimum Requirements \& Qualifications

  • Bachelor’s degree from an accredited institution.
  • Four (4\) or more years of experience in recruitment, experience as a human resources generalist, or a related field.
  • Working knowledge of state and federal employment laws and Human Resources best practices.
  • Excellent interpersonal, communication, customer service and interpersonal skills.
  • Experience utilizing Applicant Tracking Systems (ATSs).
  • Past work experience in developing relationships and partnering with cross\-functional teams.
  • Effective organizational, analytical, confidentiality, quantitative, multi\-tasking, and time management skills.
  • Strong decision\-making skills and the ability to work independently.
  • The ability to use Word, Excel, PowerPoint, and PeopleSoft as well as previous presentation skills.
  • Skilled at handling sensitive and confidential information in an appropriate manner.
  • Experience in providing internal and external customers with a courteous and professional experience.
  • The ability to travel to locations outside of office to meet with hiring managers, conduct interviews, etc.
  • Preferred Experience and Skills

  • Bachelor’s degree from an accredited institution in Human Resources, Business, or related field.
  • Recruiting experience for an in\-house HR department or staffing firm.
  • Additional years of experience in recruitment, HR generalist, or related field.
  • Experience in recruitment for all levels of roles, from entry\-level to C\-Suite.
  • Experience recruiting for engineering and/or construction roles.

  • A High School Diploma or GED with an additional seven (7\) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • An Associate’s degree from an accredited institution an additional three (3\) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • A Master’s degree in a related subject substitute for two (2\) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
  • Job Conditions:

  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Be at least eighteen (18\) years of age, except if participating in an approved high school internship / co\-op program.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co\-workers.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty\-four (24\) hours per day, seven (7\) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co\-op staff must be enrolled full or part\-time in an accredited educational program and maintain a cumulative GPA of at least 2\.5 for the entire duration of the internship / co\-op. Additionally, interns / co\-ops must have valid work authorization and U.S. Social Security Number prior to starting pre\-employment screenings / pre\-boarding, working in their positions, and throughout the duration of their program.
