Full\-time, year\-round position responsible for coordinating day\-to\-day Human Resources Office functions and for providing direction and assistance in personnel related matters to support the Director, Human Resources.
Duties and Responsibilities:
- Provides administrative and technical support to the Director, Human Resources by overseeing the day\-to\-day operations of the Human Resources Department.
- Attains and maintains a working knowledge concerning all aspects of the South Florida State College human resource and benefits functions, as well as its organizational structure and accountability standards.
- Provides effective customer service to both internal and external customers.
- Develops an extensive working knowledge of the Ellucian Banner Human Resources/Position Control/Payroll system and implements appropriate department data management processes.
- Oversees and performs data entry for new employees and employment status changes and prepares accompanying paperwork flow, while monitoring department processes for accuracy.
- Assists with maintaining college's personnel salary budget, using HRIS system and Excel spreadsheets, and performs budget analyses, as required.
- Acts as primary backup for Benefits Specialist position, provides new hire benefit briefings, performs monthly benefit billing reconciliation and payment processing, as needed.
- Monitors departmental budget and notifies director of potential issues, and follows college credit card and purchasing procedures, including preparation of appropriate purchase requisitions, requests for funds, etc.
- Ensures compliance and accurate completion of I\-9 Employment Eligibility Verification forms and E\-Verify submissions.
- Oversees and facilitates FDLE/VECHS fingerprinting/background check program and billing, driver's license checks, public records requests, and responses to subpoenas, including determining billing costs for appropriate parties for staff time and materials. Coordinates with Director about any concerns or findings as a result of these activities.
- Oversees volunteer service program, including, but not limited to, processing applications and volunteer understanding forms, driver's license and background checks, and notifying departments of approval or denial.
- Coordinates the preparation, distribution, and timely completion of new and annual Administrative and Faculty contracts and supplemental services agreements.
- Coordinates and prepares the production of all personnel actions to be taken to the District Board of Trustees, including, but not limited to: monthly personnel recommendations, annual reappointments, administrative and faculty contracts, and introduction of new employees, retirement notices and resolutions to the board.
- Conducts, reviews, and documents reference checks of applicants recommended for hire. Offers employment as needed.
- Oversees the employee onboarding process, recommending and implementing appropriate procedures, as needed.
- Plans and facilitates in\-person quarterly new employee orientations and coordinates with other departments for college\-wide events such as Convocation or Wellness Fair.
- Responsible for adding/removing employees, scheduling training, and tracking monthly course completions of on\-line Learning Management System training requirements.
- Updates and maintains the Employee Handbook and Salary Schedule (at least annually) and other official documents as directed, including periodic review of policies and procedures.
- Monitors and processes college Work\-Study individuals, as needed.
- Coordinates the employee service recognition program and prepares service certificates and pins for presentation at Fall Convocation program.
- Interacts with Human Resources staff to ensure appropriate flow of Human Resources office procedures, recommending and implementing changes as needed.
- Demonstrates a high level of accuracy and responsiveness in performance of duties.
- Maintains strict confidentiality of all personnel records and matters, including current FERPA and HIPAA guidelines, to ensure personal history information is protected. PHI Level: Full access to Personal Health Information.
- Assists Director in coordinating, documenting, and implementing all unit action planning, outcomes assessments, and institutional effectiveness efforts under the scope of Human Resources.
- Contributes to unit planning, assessment, and college institutional effectiveness efforts.
- Acts in accordance with local, state, and federal laws/regulations as well as College policies and procedures.
- Performs other duties as assigned.
Job Requirements: Educational: Bachelor's or higher degree from an institutionally accredited organization required. Associate degree and five (5\) years of direct Human Resources office experience may substitute for the degree requirement. Degree in Human Resources, Public Administration, Organizational Development, or related field preferred.
Experiential: Minimum of three (3\) years of experience in a Human Resources office environment required. Experience in a supervisory capacity preferred.
Other: Proficiency using Microsoft Office (Word, Excel, PowerPoint) software required. Experience working with integrated HRIS database systems required. Experience with Ellucian Banner preferred. Experience working in an educational institution preferred.
