THE IDEAL CANDIDATE Behavioral Health \& Recovery Services (BHRS) is seeking a detail\-oriented and resourceful Human Resources Analyst (Confidential Assistant III) to support the department’s HR operations within the Employee Relations function. This position plays a key role in supporting BHRS HR functions through coordination, tracking, and follow\-through on assigned HR activities to ensure timely and accurate execution of departmental priorities. The ideal candidate is a compliance\-focused, detail\-oriented professional who demonstrates strong initiative, accountability, and sound judgment. This position requires a key operational partner mindset, with the ability to anticipate the needs of HR Managers and other stakeholders, proactively identify follow\-up actions, and ensure timely completion of assigned work with minimal direction. Successful performance in this role requires strong communication skills and the ability to work effectively with a variety of stakeholders, including HR leadership, supervisors, and employees. The incumbent must be highly organized, adaptable in a fast\-paced environment, and capable of always maintaining confidentiality and professionalism.

THE POSITION Under general direction, the Human Resources Analyst (Confidential Assistant III) performs a variety of professional\-level human resources duties in support of the Behavioral Health \& Recovery Services Employee Relations function. This position serves as a key operational partner to HR Managers, functioning as a primary support resource to ensure timely follow\-through, coordination, and execution of HR priorities across the division. In this role, you will ensure assigned HR activities are carried out accurately and consistently in accordance with County policies, applicable labor agreements, and federal, state, and local employment laws. Responsibilities include coordinating labor\-related activities, tracking and following up on assigned HR actions, and supporting leave administration, employee evaluation processes, and training compliance.

Typical Tasks

+ Ensure departmental compliance with County, State, and Federal HR policies, procedures, labor agreements, and employment laws.

+ Review policies and procedures, recommend best practices, and support ongoing compliance with applicable laws and regulations.

+ Administer and monitor employee leave programs, including tracking usage, coordinating with departments, and ensuring compliance with applicable laws, policies, and labor agreements (e.g., FMLA/CFRA and related provisions).

+ Provide technical guidance to departments and employees regarding HR policies, leave administration, and compliance requirements.

+ Coordinate and manage the department’s employee evaluation system, ensuring timely completion, accurate documentation, and compliance with established procedures.

+ Maintain accurate, confidential HR records related to compliance, evaluations, personnel actions, recruitment, and onboarding.

+ Prepare reports, correspondence, and documentation related to compliance, personnel actions, and related activities.

+ Track, monitor, and follow up on assigned HR actions and departmental items to ensure timely completion.

+ Collaborate with HR leadership to identify and implement process improvements to enhance efficiency

+ Assist in labor relations activities such as compiling data for negotiations, tracking grievances, and maintaining related documentation.

+ Assist with workplace investigations, ensuring confidentiality and accurate record keeping

+ Support special projects and perform other related duties as assigned.

+ Sixty (60\) units or an associate’s degree in Human Resources, Public or Business Administration, or a closely related field AND;

+ One (1\) year of journey\-level experience in human resources supporting functions in compliance, employee evaluations, and personnel action forms.

PATTERN II

+ Thirty (30\) units in college coursework related to Human Resources, Public or Business Administration, or a closely related field AND;

+ Two (2\) years of journey\-level experience in Human Resources supporting functions in compliance, employee evaluations, and personnel action forms.

PATTERN III

Three (3\) years of journey\-level experience in Human Resources supporting functions in compliance, employee evaluations, and personnel action forms.

EXAMINATION PROCESS

Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

+ Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months but may be extended up to eighteen months.GENERAL INFORMATION
