Essential Job Functions:

This position performs specialized and advanced clerical work within a courtroom preceding, during, and following scheduled trials for criminal, traffic, and civil cases. Assists the Judge in maintenance, operation, and organization of the courtroom, prepares and generates paperwork for the Judge and/or the defendant?s signature, utilizes remote technology for daily proceedings and administers the oath. Maintains the integrity of formal court recorded proceedings and resolves a variety of unprecedented or unusual problems. Performs other clerical duties such as generating and maintaining daily reports, tracking special conditions ordered by the Judge, and creating files to include traffic, speed camera, school zone, and work zone citations.

Essential Duties and Responsibilities:

DOCKET PREPARATION: Prints and prepares all criminal/traffic cases and calendars scheduled for trial on a weekly basis. Attaches and/or verifies that all required paperwork is with the docket. Determines whether a defendant is incarcerated or released. Completes competency paperwork for MDH. Marks criminal dockets for required fingerprinting.

COURTROOM TASKS: Prior to Judge taking bench, tests recording equipment, logs into all programs used during court session, verifies that all cases scheduled are accounted for, acquires lock\-up list from Sheriff?s Department, forwards any files to the Judge that they wish to review (VOP?s, modifications, competency, or re\-considerations). Reviews docket for any traffic deletions. Assists in the process of having unserved defendants served with their criminal summons by local law enforcement.

DURING SESSION: Enters disposition of each case in the case management system (Odyssey and Clerk?s Edition), prepares all necessary paperwork and/or Orders to be signed by presiding Judge, defendant, i.e., fingerprinting order, probation docket, commitment and releases, assembles and forwards paperwork to appropriate agencies, maintains recording system (key\-points in CourtSmart), records Judge?s bench time, utilizes all features in Zoom for remote hearings.

END OF SESSION: Generates/verifies courtroom summary report, verifies disposition information for accuracy, enters all manual information, dispositions, civil judgments, etc., sort/attach trial summaries and forwards to appropriate agencies; verifies that all monies issued in court are paid or have a due date entered, forwards courtroom session summary report for verification, scans all dockets into Odyssey in a timely manner, disperses fingerprint orders to proper parties. Sends speed camera, school bus, work zone, and red\- light camera citations to appropriate vendor. Completes Jury Trial prayers in Odyssey and forwards to Circuit Court.

SUPPORT DUTIES: Assists all other departments when needed; assists with phones; works Central queue bin; MDH e\-filings; verifies Commissioner box; maintains docket boards; performs miscellaneous tasks as assigned or as required.

Minimum Qualifications:

Education:

High school diploma (or GED equivalent).

Experience:

Two (2\) years of work experience, to include one (1\) year in court operations or in the fields of criminal justice, parole and probation, legal or financial services.

Note:

A Bachelor?s Degree may substitute the required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.

A Paralegal Certificate may substitute the required work experience

Knowledge, Skills, and Abilities:

Knowledge of:

District Court forms, practices, rules, procedures, protocols, regulations, systems, and equipment required to support the specialized work of the assigned unit(s).

Legal terminology and court procedures.

Judicial policies, procedures, and forms.

Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.

Skill in:

Operation of recording equipment, computer terminals, and related software.

Typing on a personal computer.

Managing priorities to meet critical deadlines while multitasking.

Ability to:

Acquire knowledge of Maryland Judiciary procedures, rules, practices, regulations, and jurisdictional courts.

Make work decisions in accordance with laws, regulations, rules, and Judiciary policies and procedures.

Apply job\-related terminology, policies, procedures, regulations, and laws to define problems, collect data, establish facts, record data, appropriately complete forms, and provide information to customers.

Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.

Follow procedures, verbal and written instructions, and protocols for any given assignment.

Multitask, adjust to situations quickly, set priorities, and handle pressure in a fast\-paced environment.

Work within time constraints, meet fixed deadlines, and demonstrate good organizational skills.

Handle sensitive or difficult situations requiring discretion and confidentiality.

Understand and carry out complex verbal and written instructions.

Pay attention to detail.

Exercise tact, diplomacy, and impartiality in dealing with the public, law enforcement personnel, and attorneys.

Use and maintain alphabetical and numerical filing systems.

Establish and maintain effective working relationships with other employees, superiors, and/or the general public.

Work additional hours and emergencies outside a normal work schedule without advanced notice.

Access detailed case records from previous years that were part of the mainframe case management system.

Maintain a professional appearance.

Perform all essential functions of the position.

Handle sensitive or difficult situations requiring discretion and confidentiality.

Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Equipment, Machinery and Tools:

Personal computer to prepare courtroom paperwork, docket preparation, communication between supervisors and public agencies.

Calculator to compute credit.

Copier/Scanner to copy and scan documents.

Fax machine to fax documents to necessary agencies.

CourtSmart server to maintain proper recording and back\-up recording.

Desktop scanner to scan documents to cases.

Software and Computer Skills:

Microsoft Office, Odyssey, Clerk?s Edition, CourtSmart, DV Office, DV Courtroom, Clerks Assistant, Mainframe, Oracle PeopleSoft, Central Clerk, and Zoom for Government. Must be able to type quickly and accurately to ensure all documentation leaving the courtroom is professionally completed
