This initiative brings together state leadership, healthcare providers, and community organizations to design and implement solutions that reflect local needs while advancing a shared, statewide vision for better health outcomes.

This role leads the development of a statewide clinical preceptorship ecosystem, expanding access to training opportunities and strengthening the rural healthcare workforce pipeline.

  • The Rural Health Collaboration \& Clinical Preceptorship Program Director plays a central role in advancing Indiana’s rural healthcare workforce strategy by building and managing a statewide clinical preceptor network. This includes developing a centralized preceptor database and supporting stipend administration to expand access to high\-quality clinical training opportunities across rural communities.

    Working within the RHTP governance structure, this role collaborates closely with IDOH leadership, workforce initiative teams, healthcare providers, training institutions, and community organizations. The Program Director ensures that preceptorship programs are well\-coordinated, compliant, and aligned with statewide priorities while supporting both recruitment and long\-term engagement of rural clinical preceptors.

    This is a highly visible, systems\-oriented role that blends program design, operational execution, and stakeholder engagement. You will serve as a key connector across partners, helping translate workforce strategy into scalable, sustainable infrastructure.

    What You’ll Do

  • ### Program Leadership \& Preceptorship Strategy

    Build and scale a statewide infrastructure for clinical training and preceptorship.

  • Lead development and implementation of a centralized rural preceptor database
  • Establish processes for identifying, recruiting, and managing clinical preceptors
  • Support onboarding of at least 200 rural preceptors in year one and ongoing expansion thereafter
  • Align preceptorship efforts with broader workforce and training strategies
  • ### Program Administration \& Operations

    Ensure consistent, organized, and effective program execution.

  • Develop and maintain standardized processes, documentation, and workflows
  • Maintain centralized systems for participant tracking and program management
  • Coordinate with legal, compliance, finance, and program leadership teams
  • Define database user roles, permissions, and access controls
  • ### Eligibility, Enrollment \& Database Management

    Ensure accurate tracking and integrity of participant and program data.

  • Verify eligibility and ensure agreements are in place prior to participation or payment
  • Track enrollment, renewals, amendments, and expirations
  • Establish processes for data entry, validation, and ongoing updates
  • Generate reports on preceptor availability, utilization, and specialty coverage
  • ### Stipend Administration \& Financial Oversight

    Support accurate, compliant, and timely management of stipend payments.

  • Calculate stipend amounts based on approved agreements
  • Coordinate timely disbursement of stipends
  • Monitor compliance with stipend terms and service requirements
  • Resolve payment discrepancies and maintain audit\-ready records
  • ### Reporting, Analytics \& Compliance

    Provide transparency and insights to guide program performance and decision\-making.

  • Prepare monthly payment, utilization, and budget reports
  • Maintain complete documentation for audit and compliance purposes
  • Develop annual program reports for leadership and governing bodies
  • Support tax reporting requirements and data requests
  • ### Stakeholder Engagement \& Workforce Collaboration

    Build strong partnerships to expand and sustain the rural preceptor network.

  • Serve as the primary point of contact for stipend and preceptor program inquiries
  • Support outreach and recruitment of new clinical preceptors
  • Coordinate communication with healthcare providers, training institutions, and partners
  • Provide guidance to participants and support leadership with program insights and recommendations
  • What You Bring

  • Skill Required / Desired Years of Experience

    Bachelor’s degree in public health, health administration, public policy, workforce development, education, business administration, or related field Required

    Experience in workforce development, grant management, project management, program administration, or related work Required 5 years

    Experience working with healthcare organizations, rural communities, training providers, or public health systems Required

    Knowledge of workforce development strategies, credentialing pathways, and training program implementation Required

    Knowledge of compliance, budgeting, and reporting requirements for state or federal programs Required

    Ability to manage multiple projects simultaneously with strong attention to detail Required

    Strong communication, facilitation, and relationship\-building skills Required

    Knowledge of rural health delivery, care coordination, or health system transformation Required

    Experience with CMS\-funded programs, federal grants administration, or large\-scale workforce initiatives Highly Desired

    Familiarity with Indiana’s rural health landscape, including hospitals, FQHCs, EMS, behavioral health providers, and community organizations Highly Desired

    Experience collaborating with statewide associations, training institutions, or multi\-stakeholder coalitions Highly Desired

    Work Environment \& Travel

  • ------------------------------
  • Standard schedule of 37\.5 hours per week
  • 2 days onsite at the IDOH office in downtown Indianapolis and 3 days remote
  • Participation in regular statewide meetings, check\-ins, and trainings
  • Travel may be required, including in varied weather conditions
  • Ability to lift up to 40 lbs may be required
  • Travel reimbursement provided in accordance with Indiana State Travel policy
