Job Description
Conduct procurement activities for a wide variety of commodities and through various procurement methods. Conducts competitive negotiations and formal sealed bidding processes for the procurement of goods and services. Develops and maintains sources of supply and promotes opportunities for all businesses to participate in the University’s procurement activities . Provides procurement consultation to University customers and agencies to ensure their acquisition needs are met while maintaining compliance with Commonwealth procurement laws and University policy.
Conduct procurement of goods and services while adhering to Commonwealth legislation specific to procurement statutes for Institutions having achieved Level II delegated authority. Implements strategies as directed for vendor, product, cost, contract, commodity and spend analysis to support contract development and subsequent contract management goals and objectives. Work collaboratively with campus departments to ensure the acquisition of needed goods/services are conducted in a timely, efficient manner.

Special licenses, registration or certificationVirginia Association of State College and University Purchasing Professionals (VASCUPP) Certification within two years of hire.
Certified Professional Public Buyer (CPPB) certification by National Institute of Governmental Purchasing (NIGP) within two years of hire.
Education or trainingBachelor’s degree in Business, Accounting, Public Administration, or related field preferred; or equivalent experience. Training in eVA, ERP tools, and procurement systems preferred.
Level and type of experience
Considerable experience in a position requiring the application of excellent customer service and communication skills.
Working experience involving analysis, contract and report development and review, and a variety of procurements of goods and services.
Some experience working in procurement.
Additional Considerations (supplemental knowledge, skills, abilities, education, experience, licensure, certification)
Extensive knowledge of word processing, database, and spreadsheet software.
Considerable knowledge of business practices concerning procurement and reporting.
Working knowledge of Commonwealth procurement laws, practices and procedures in a governmental procurement environment.
Working knowledge of eVA and experience working in eVA or electronica procurement system.
Working knowledge of Banner or equivalent information management system.
Demonstrated ability to evaluate detailed information and data and ability to analyze complex situations and make recommendations.
Demonstrated ability to conduct spend analysis and make recommendations.
Ability to formulate and assemble complex reports and documents.
Some experience working as a procurement officer in higher education.
Some experience working in state or local government and/or experience working in a higher education procurement environment.
Ability to work in a dynamic, fast\-paced environment while maintaining exceptional customer service
Conditions of Employment
Business hours are 8:00am to 5:00pm.
This position is required to complete a Statement of Personal Economic Interest upon hire in accordance with the Code of Virginia.
