- Conduct regulatory compliance inspections of businesses that have been identified as hazardous waste generators and solid waste management facilities.
- Investigate complaints and perform fieldwork as needed.
- Record the results of inspections and complaint investigations into multiple databases.
- Author detailed technical reports of inspection findings.
- Meet with violators to resolve non\-compliance conditions.
- Complete assigned hazardous waste inspections by annual assessment deadlines.
- Maintain and update facility records in County network drives.
- Conduct noise measurement readings in accordance with local regulations.
- Participate in studies, surveys, and specialized research.
- Attend public meetings and provide public assistance.
- Assist with group training events for business owners and citizens.
- Performs other duties as assigned.
- Strong technical writing skills
- Experience using and troubleshooting Virtual Private Network (VPN) and/or remote work station
- 24 or 40 HR HAZWOPER Certification
- Resource Conservation and Recovery Act (RCRA) experience
- Bilingual \- English/Spanish
- Experience with Microsoft Office and/or GIS Applications

The Environmental Protection Division is seeking an Environmental Specialist I/II, or Senior Environmental Specialist. This position is part of the Compliance \& Waste Management Section and performs hazardous waste regulatory compliance inspections pursuant to the County's Small Quantity Generator Assessment and Verification Program. The position also responds to complaints involving air, odor, water, noise, and wetland issues. Work is technical in nature and will require extensive knowledge of county, state, and federal environmental regulations. This position is assigned a geographic area of responsibility, works independently approximately 80% of the time in the field or from county vehicle, and is characterized by considerable responsibility to exercise initiative and carry all assignments through to completion.
Job Description
General Functions:
This position verifies compliance with State and Federal solid and hazardous waste regulations, including the assessment of hazardous waste generator status and waste streams as defined by the Resource Conservation and Recovery Act (RCRA.) The position also conducts nuisance odor and noise assessments, and responds to environmental complaints involving air, storm water, and wetlands to verify potential environmental impacts. It provides compliance assistance and outreach to regulated facilities. The position conducts data entry and authors detailed technical reports of facility inspection findings.

Minimum Qualifications:
Environmental Specialist I
Associate degree from an accredited institution or the equivalent of two years of full\-time undergraduate study with major course work in environmental or civil engineering, geology, the natural sciences or a related field. In lieu of the degree requirements, additional relevant experience may be substituted on a year for year basis.
Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.
Environmental Specialist II
Graduation from an accredited four\-year college or university with major course work in environmental or civil engineering, geology, the natural sciences, or a related field and one year of environmental experience. In lieu of the degree requirements, additional relevant experience may be substituted on a year for year basis.
Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.
Senior Environmental Specialist
Graduation from an accredited four\-year college or university with a Bachelors Degree and major course work in environmental or civil engineering, geology, the natural sciences or a related field and three years of environmental experience. In lieu of the degree requirements, additional relevant experience may be substituted on a year for year basis.
Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.
