Summary:
Responsible for supporting the Outreach Unit’s recruiting efforts by establishing recruiting pipelines with educational partners, external agencies and other sources for vacancies within NJ TRANSIT.

- Establishes, enhances, promotes, coordinates and tracks partnerships that support Human Resources Talent Acquisition teams with potential recruiting sources and pipelines, to include academic and vocational organizations, trade schools, community organizations, active \& veteran military organizations, professional businesses, and state \& local agencies.
- Manages all outreach administrative functions, including virtual and in\-person private and public information sessions, job fair attendance, and external job postings for entry level, experienced and hard\-to\-fill positions, while handling multiple other transactions within a specified timeline.
- Maintains and updates all outreach partnership contact database activities, candidate pipelines, and partnership outcomes, including for state \& local agencies, military branches, schools, nonprofits, disability community organizations, justice\-impacted organizations, diversity and inclusion organizations, etc.
- Ensures that NJ TRANSIT’s talent pool reflects and benefits from the diversity of the available candidate population based on recruiter needs.
- Organizes special reports; gathers and summarizes large amounts of data/information.
- Participates in Outreach events at various workforce development, One Stop, military, specialized trade school, high schools and nonprofit centers while continuously developing new partnerships and promoting NJ TRANSIT’s employment opportunities.
- Monitors Outreach \& Talent Acquisition’s budget for supplies and training materials. Prepares and maintains the P\-Card log and large procurement orders.
- Ensures that day\-to\-day questions and issues that routinely arise with applicants and recruiters are handled in a timely manner.
- May serve as a backup to the Manager, Outreach.
- Works on projects or other tasks as directed by the Sr Director, Outreach.
- Under direction from Manager, Candidate Outreach \& Police Recruitment create visual materials for meetings and communications to external parties.
- Collaborates with team to provide recommendations for improvements/modifications to the NJ Transit Careers website portal and any applicable HRIS database implementations
- Assists with training and onboarding of Outreach Interns.
- Bachelor’s Degree in Human Resources or related area and four (4\) years of applied experience in Human Resources, specifically developing strategic relationships with internal and external stakeholders at all levels (preferably in transportation, utility, non\-profit or service industries) including one (1\) year of experience in coordinating and planning events.
- Master’s Degree in Human Resources can be substituted for two (2\) years of applied experience.
- Demonstrated experience in managing processes and procedures with accuracy and consistency required.
- Experience in data analytics for metrics reporting purposes required.
- Experience utilizing an applicant tracking system required.
- Experience writing SOPs preferred.
- Must have experience in identifying, attracting, and selecting qualified applicants to match with qualified job openings.
- Must be able to leverage knowledge of social media to create innovative recruitment methods
- Demonstrated proficiency in planning, organizing and scheduling
- Capability to excel in a fast\-paced environment
- Demonstrated communication skills
- Ability to be detail oriented
- Good judgement and ability to make timely decisions.
- Advanced proficiency with Microsoft Office suite, i.e., Outlook, Word, PowerPoint, and Excel required.
- Strong written and verbal communication, personal presentation, organizational, time management, and face\-to\-face customer service skills.
- Ability to analyze, track and maintain all necessary data to ensure outcomes are achieved.
- Ability to deliver interactive and engaging presentations to large and small audiences of various ages required.
- Knowledge of and demonstrated proficiency with the software applications, DOL National Labor Exchange (NLx), WeSalute, PaYS Information EXchange (PIX), PaYS LIVE, and/or Handshake preferred
- Must travel to various locations in NJ and the surrounding area as needed.
- Must work occasional weekends or off\-hours.
