The Government Operations Agency (GovOps) oversees ten different state departments, boards and programs: Department of Human Resources, State Personnel Board, Department of General Services, Franchise Tax Board, Department of Tax and Fee Administration, Department of Technology, Public Employees’ Retirement System, Teachers’ Retirement System, Office of Administrative Law, Victim Compensation Board, and Cradle\-to\-Career.

The Attorney IV will have a wide variety of subject matters to deal with, providing an environment of challenging, novel and multi\-faceted work assignments to further GovOps’ goal to improve management and accountability of government programs, increase efficiency and promote better and more coordinated operational decisions.

Under the general direction of the GovOps Deputy Secretary Chief Counsel, the Attorney IV assists the General Counsel, who is the principal advisor to the GovOps’ Secretary on all legal issues. The Attorney IV performs the more complex and sensitive legal research and services, with broad discretion and independence. The Attorney IV provides coordinated, cohesive legal recommendations to the General Counsel to ensure consistency of policy, practice and vision by GovOps departments.

This position provides telework opportunities, including the ability to work partially remote. This is subject to change based on operational need.

The California Government Operations Agency (GovOPS) is responsible for administering state operations including procurement, information technology, and human resources. The mission of GovOps is to improve management and accountability of government programs, increase efficiency, and promote better and more coordinated operational decisions.

  • The position(s) require(s) a(n) CA State BAR License. You will be required to provide a copy of your license prior to being hired.

  • Describe your experience advising and collaborating with executives, senior managers, and high\-level stakeholders (e.g., legislative staff, control agencies, or community organizations). How did you ensure your legal advice was clear, actionable, and aligned with organizational priorities?
  • Describe your experience handling politically sensitive or high\-visibility matters under strict or expedited deadlines. How did you exercise independent judgment, manage risk, and ensure timely, high\-quality outcomes?
  • Describe the aspects of your experience that make you particularly well\-qualified to work within the Government Operations Agency. Include your experience interpreting and applying federal and state laws and regulations, and how your work has supported effective and accountable government operations.
  • Describe your experience reviewing, analyzing, and advising on proposed legislation. Include how you assessed legal and policy implications, communicated risks, and contributed to decision\-making or implementation.
