On\-site schedule is subject to Customer direction and may be adjusted based on program needs. Clearance/Screening Requirements: U.S. citizenship required. Active Secret security clearance required; Top Secret/SCI eligibility may be required based on position assignment. Position Summary: --------------------- PBG is seeking an experienced Operations Manager to serve as the Assistant Aviation \& Operations Officer \- Deputy Program Manager supporting our Customer's aviation oversight and operational coordination activities. This key position supports the Customer's aviation oversight and operational coordination activities in alignment with U.S. Government and Customer aviation policies. The Operations Manager will provide analytical, technical, administrative, and deputy program management support for the Customer's aviation portfolio, including the Diplomatic Clearance Application System (DCAS), international operations oversight, aviation safety and compliance, and coordination with Defense Attaché Offices, host\-nation aviation authorities, and interagency partners. The role requires strong aviation program management, risk and performance management, policy writing, operational scheduling, and senior\-level communication capabilities. Key Responsibilities: The Operations Manager shall be responsible for the following: Manage and coordinate aviation programs, including flight\-log maintenance, airworthiness activities, operational documentation, and compliance with program requirements. Support aviation safety, risk management, performance tracking, and compliance with applicable FAA (Federal Aviation Administration) and international civil aviation requirements. Coordinate with Defense Attaché Offices, host\-nation aviation authorities, interagency partners, and other stakeholders to support logistics, operational approvals, and accurate reporting. Support the Diplomatic Clearance Application System (DCAS) program and related aviation and international operations oversight activities. Perform data entry and maintain accurate recordkeeping for aviation tracking systems, operational schedules, and compliance documentation. Draft aviation policy memoranda, operational procedures, reports, and briefings for senior leadership and interagency stakeholders. Maintain program files, operational schedules, tracking systems, aviation records, and equipment inventory information. Monitor aviation\-related contracts, policies, compliance documentation, fiscal requirements, and performance standards. Identify and implement process improvements and develop performance metrics that enhance aviation support services and operational effectiveness. Synthesize technical, operational, and policy information into clear, actionable recommendations and decision\-support products. Support daily management of Security Sector Assistance (SSA) programs within the Global Strategy and Oversight (GSO) Team, including tracking funding execution and program milestones across FMF (Foreign Military Financing), IMET (International Military Education and Training), and PKO/NSEA (Peacekeeping Operations/Nonproliferation, Antiterrorism, Demining and Related Programs) accounts. Support Customer\-wide communications as directed, including contribution to the Weekly Activity Report, Senior Staff notes, DAS (Deputy Assistant Secretary) Huddle summaries, and meeting minutes. Support overall task order program management and continuity as Deputy Program Manager, including coordination with the Project Leader, COR, and contractor staff. Minimum Qualifications: --------------------------- Minimum of five (5\) years of relevant professional experience, including at least two (2\) years supporting military, civil, or international aviation programs. Demonstrated experience managing and coordinating aviation programs, including oversight of flight\-log maintenance, airworthiness, and documentation compliance. Substantial experience supporting aviation safety, risk management, and performance tracking, with a thorough understanding of FAA requirements. Demonstrated familiarity with FAA regulations, international civil aviation procedures, and interagency operational coordination. Proven ability to coordinate effectively with Defense Attaché Offices, host\-nation aviation authorities, and interagency partners. Experience drafting aviation policy memoranda, developing operational procedures, and preparing briefings for senior leadership and interagency stakeholders. Proficiency in maintaining program files, managing operational schedules, and overseeing tracking systems for aviation operations and equipment inventories. Demonstrated skill in process improvement and development of performance metrics for aviation support services. Proven ability to synthesize technical and policy information into clear, actionable reports and recommendations. Strong organizational, analytical, written, and oral communication skills. Bachelor's degree from an accredited institution in aviation management, engineering, international relations, or a related discipline. Minimum of four (4\) years of consulting or relevant professional experience, including at least one (1\) year of direct monitoring and evaluation of programs related to foreign policy or security cooperation. Note: this requirement is in addition to the five\-year experience minimum listed above; candidates must satisfy both. Active PMP (Project Management Professional) certification or equivalent credential in aviation operations. If in progress, include anticipated completion date. Active Secret security clearance required; eligibility for Top Secret/SCI access may be required based on position assignment. Commitment to a sustained long\-term engagement; this is a Key Personnel position on a five\-year task order (base year plus four option years) with strict substitution restrictions. Highly Valued Qualifications: --------------------------------- Prior experience working within a U.S. Embassy Defense Attaché Office or comparable defense liaison environment. Advanced degree in a relevant field. FAA certification or equivalent aviation\-safety or aviation\-management credential.
