NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. DOF’s Treasury and Payment Services Division is responsible for overseeing all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts, and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board. The Payments, Billing, and Refunds Unit is responsible for processing payments for property taxes and property\-related charges, business and excise taxes, and parking and camera violations. The division is responsible for communicating amounts due, maintaining the quality of departmental records, and providing customer service to individuals seeking information on making payments or receiving refunds. Payments, Billing, and Refunds perform account adjustments and respond to refund inquiries from the public. Treasury’s Refunds Unit is responsible for processing refunds for credits related to property taxes and related charges, business and excise taxes, 1127 taxes, and parking summons violations. The unit also processes account adjustments, credit card chargebacks, and REAP cases, and responds to public inquiries regarding refunds. In addition, it handles annual disbursements for the Business Improvement Districts (BIDs) and oversees bank reconciliations for five refund accounts. The Refunds Unit is seeking a highly motivated, highly organized, and detail\-oriented individual to serve as a Senior Refunds Specialist. Reporting to the Manager of Property Refunds, the selected candidate’s duties and responsibilities will include, but are not limited to: Process and approve property and/or parking refund requests submitted via mail and electronically. Research requests from individuals and financial institutions regarding payments that were not posted correctly or misapplied. Review credit card and chargeback disputes. Process account and tax adjustments. Conduct testing for the Property Tax System (PTS), as requested by the Unit's PTS Senior Project Manager. Responding to customer service inquiries for both 311 and CRM. Research cases from the Office of the Taxpayer Advocate (OTA). Handle special projects as requested by management. Additional Information: In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire. This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title. PRINCIPAL ADMINISTRATIVE ASSOC \- 10124 Minimum Qualifications -------------------------- 1\. A baccalaureate degree from an accredited college and three years of satisfactory full\-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or 2\. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full\-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or 3\. A four\-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full\-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; 4\. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years. Preferred Skills -------------------- \- Excellent verbal and written communication skills. \- Strong research and analytical skills. \- Demonstrated ability to work independently and ability to multi\-task. \- Proficiency in Microsoft Word, Excel, and Outlook. \- Experience with PTS and STARS a plus. 55a Program --------------- This position is also open to qualified persons with a disability who are eligible for the 55\-a Program.
