POSITION: Service Coordinator SALARY: Full\-Time / Non\-Exempt – 40 hours / week Salary Range: GS5\-GS6 2021 RUS, $19\.68 – $28\.52 hr., D.O.E. SUMMARY: The Service Coordinator will be the first point of contact for the North Fork Rancheria Indian Housing Authority (NFRIHA) and will receive applications, verify information, determine eligibility, and serve as a resource for applicants and residents. The Service Coordinator will also be responsible for providing services and activities as required by the North Fork Low\-Income Housing Tax Credit (LIHTC) Homes \#1 Project and any future Resident Opportunities and Self Sufficiency (ROSS) Grant Program funding provided by the U.S. Department of Housing and Urban Development (HUD). The Service Coordinator will assess the needs of NFRIHA residents and coordinate available resources in the community to meet those needs. The Service Coordinator shall work to promote the development of local strategies to coordinate the use of assistance under the Indian housing program with public and private resources, for supportive services and resident empowerment activities. These services should enable participating families to increase earned income, reduce or eliminate the need for welfare assistance, make progress toward achieving economic independence and housing self\-sufficiency, or, in the case of elderly or disabled residents, help improve living conditions and enable residents to age\-in\-place. The Service Coordinator shall: (a) provide residents with information about available services in the community, (b) assist residents to access services through referral and advocacy, and (c) organize community\-building and/or other enrichment activities. The Service Coordinator will be responsible for planning, organizing, and evaluating the delivery of services and implementation of strategies, which improve the quality of life of NFRIHA residents. The Service Coordinator must be able to work with a variety of people, and have excellent verbal, written, and computer skills. It is essential this person have the qualifications to interpret program regulations and implement new programs and services. Must be comfortable working with a wide variety of people and be able to work some nights and weekends as needed. ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and scope of work being performed by this position. Other duties may be assigned. · Greets incoming applicants and assists with required application documents. · Receives and responds to inquiries (telephone, email, and in\-person) from applicants and others. · Receives and reviews applications, verifies information received, and determines program eligibility. · Establishes and maintains filing system and clerical procedures for applications and other data received for NFRIHA programs. · Develops and maintains a comprehensive network of education, training, mental health, substance abuse, economic development and other supportive services for youth and adults. · Creates and maintains a directory of available service resources and acts a liaison between participants and providers. · Understands HUD regulations for the Resident Opportunity and Self\-Sufficiency (ROSS) Grant. · Develops and implements new programs and services for residents and meet objectives as specified in the LIHTC, ROSS Grant, or as requested by NFRIHA. · Identify needs, define clear and measurable goals to address those needs and connect with resources. Documents participant's progress and re\-evaluates services for adequacy. · Completes paperwork, reports, and case notes accurately and on a timely basis. · Coordinates referrals to and/or provide on\-site supportive services for residents, which may include but are not limited to mental health, GED programs, employment workshops, financial education, substance abuse with appropriate community agencies. · Pro\-actively develops and promotes self\-reliance activities for families including but not limited to Financial Counseling, Homeownership and GED programs. Arranges for education sessions on such topics as tenant rights and responsibilities; elderly abuse; aging\-in\-place and maintaining independent living. · Seeks out program funding including but not limited to the HUD ROSS Grant Program. · Evaluates needs and gaps in services and work to identify solutions. KNOWLEDGE AND EXPERIENCE: · Knowledge of pertinent HUD regulations and public housing management. · Strong organizational skills with demonstrated leadership abilities. · Knowledge of techniques for promoting self\-sufficiency. · Ability to develop, implement, coordinate programs and activities designed to assist families with becoming self\-sufficient and upwardly mobile. · Comprehensive knowledge of social work and resources available through community agencies. · Strong interpersonal communication skills that will establish positive working relationships with employees, agencies and organizations in the city and county that have programs available for Authority residents. · Capability to research and develop successful grant proposals for public and private funding sources. · Ability to monitor and manage multiple programs and budgets funded by public or private agencies. · Overall knowledge and experience with database computer programs, word processing programs, and personal computers. · Ability to address the public and present information in a clear, concise, and convincing manner. · Capacity to deal effectively with situations that require tact and diplomacy, yet firmness. ADDITIONAL PREFERRED KNOWLEDGE AND EXPERIENCE: · Experience working with ethnically and culturally diverse populations and low\-income persons. · Excellent verbal and written communication skills. · Graphic design experience for public outreach. · Experience maintaining financial records, basic budgeting, and other fiscal reporting. · Experience planning and hosting activities and events. · Knowledge of and/or training in fair housing laws and landlord/tenant laws. · Possess working knowledge and understanding of methods and techniques of effective case management and assessment skills. · Prior grant related experience. EDUCATION AND/OR EXPERIENCE: · Bachelor’s degree in social work, family services, psychology, public health, human/social services, or related field with 2 years of relevant experience. · Associate’s degree in social work, family services, psychology, public health, human/social services, or related field with 5 years of relevant experience. · Equivalent combination of relevant education, training and experience that meets the requirement to successfully accomplish the assigned duties and responsibilities. OTHER REQUIREMENTS: The individual must possess a valid Class “C” California Driver’s License and must be able to be insured by NFRIHA’s automotive insurance carrier. The individual must be able to pass a pre\-employment drug screen and criminal background investigation. The individual must have the ability to work with people from diverse cultures, ethnic and socio\-economic backgrounds and possess a basic knowledge of Native American communities and always maintain cultural sensitivity. PHYSICAL REQUIREMENTS: The employee’s work is performed both indoors and outdoors, and involves visits to residents’ homes, and outside agencies. The employee may drive vehicles, and may be required to push, pull and/or lift objects weighing up to and more than 25 pounds, such as supplies, tables, etc. WORK ENVIRONMENT: The employee's work generally involves the normal risks or discomforts associated with an office environment and will usually be in an area that is adequately cooled, heated, lighted, and ventilated. The noise level in the work environment can vary.
