Project Accountant Project Accountant FLSA Status: Exempt Encompass Community Supports, formerly known as Rappahannock Rapidan Community Services (RRCS) is hiring a Project Accountant. GENERAL DEFINITION OF WORK: Under limited supervision, the Project Accountant performs complex and technical accounting work in support of the financial accounting function and performs difficult analytical professional, and administrative work related to preparing, maintaining, monitoring, and evaluating complex financial records, working with more complex accounting system operations including account structure, internal controls, and financial reporting and special projects of the Accounting Division. Reports to the Senior Director of Finance and Administrative Services. ESSENTIAL FUNCTIONS: Serves as the Project Accountant for construction of the Madison Road Apartment Building through construction completion. Will manage all construction accounting including construction contract management, monitoring contractor certificates of insurance, grant awards/funding management, Low Income Housing Tax Credits, bank draws, accounts payable, accounts receivable, etc. Assists with the design and implementation of the Madison Road LLCs financial systems in QuickBooks. Prepares and approves complicated accounting entries, allocations, analyses, and reconciliations. Reconcile general ledgers, bank statements, and subsidiary accounts; monitor and analyze the classification of income and expenditures. Process invoices, payments, and vendor payments; manage and reconcile tenant and landlord accounts. Monitors cash flow and cash forecasting, and monitors project performance for MRA. Work with Housing Team and Property Manager for the lease\-up of all units in the building and perform all tenant accounting functions. Ensure all accounting practices comply with Generally Accepted Accounting Principles (GAAP) and specific HUD requirements. Ensures compliance with all Virginia Department of Housing and Housing and Urban Development regulations and reporting requirements. Preparation of financial statements, records, and reports of Madison Road LLC and MRA Management LLC. Participates in the coordination of the annual audits of Madison Road Apartments LLC, and MRA Management LLC by its external/VDHA/HUD auditors. Assists in the preparation and publishing of the Annual Budget and all financial reporting for all Encompass’s HUD assisted properties including PRAC 811 and PRAC 202 Reports. Identifies, records, transfers, disposes, and generates the depreciation of all of Encompass’s fixed assets on an annual basis. Monitors and tracks all of Encompass’s Capital Projects funding and expenditures. Performs interdivisional or interdepartmental tasks overseeing special projects of the Encompass Finance Department as needed. Performs other related duties as required. KNOWLEDGE, SKILLS AN ABILITIES: Knowledge of governmental/NFP accounting policies, procedures, and operations. Knowledge of internal financial control requirements. Tenant Accounting experience desired. Ability to read financial documents, expenditure and revenue reports, financial statements, risk management documents, insurance policies and claims, manuals, procedures, policies, regulations, correspondence, etc. Ability to prepare a variety of financial reports, risk management documents, accounting documents, correspondence, performance evaluations, and other administrative documents. Skill in applying audit standards to set up, monitor, and modify internal procedures. Skill in developing, modifying, and implementing accounting systems and policies. Strong analytical and problem\-solving skills. Knowledge of computerized accounting systems and how they aid in compiling, maintaining, and using accounting information. Ability to understand ERP systems. Experience programming queries/reports is a plus. Experience with Tyler\-Munis ERP Enterprise software is desirable. Skill in QuickBooks, Microsoft Excel, Word and PowerPoint required. Property Management software a plus i.e., Real Page/One Site Ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to determine percentages and decimals; to compute interest and ratios; to perform algebraic operations and statistical calculations. Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables. Ability to communicate professionally and respectfully under periodically high levels of stress and when dealing with sensitive or confidential information. Must be able to communicate effectively using government budgeting and financial terminology. Ability to deal with people and ability to speak and/or signal people to convey or exchange information. Includes giving assignments and/or directions to co\-workers or assistants. Ability to record and deliver information, explain procedures, and follow oral and written instructions. * Skill in being a self\-starter, ability to work both independently (requiring minimal supervision and direction) and collaboratively and effectively in a team environment. COMPETENCIES: Work should be accurate, complete, and deadlines met; Must be Detail Oriented; Must be honest, ethical and have integrity; Must have Fiscal Accountability and follow fiscal guidelines, regulations, principles, and standards; Must be able to multi\-task many projects due at the same time. EDUCATION AND EXPERIENCE: Bachelor’s degree in accounting and at least 3\-4 years of government or NFP accounting experience is required. HUD/VDHA/LITHC preferred. PHYSICAL REQUIREMENTS: This work requires little or no physical effort or exertion; working conditions are good; some mental effort and stress may be involved.
