Role:

APV is seeking a Journeyman Time \& Attendance Specialist to provide full\-performance level support to DHS OCHCO and component HR offices. The Journeyman Specialist independently performs the full range of routine and moderately complex T\&A activities, including biweekly pay period processing, leave administration, premium pay processing, AWS support, and customer service.

This role applies Title 5 pay and leave authorities, FLSA, FMLA, FEPLA, and DHS policy with limited supervision. The Journeyman Specialist processes routine premium pay actions, FMLA cases, leave audits, and AWS schedules, and escalate complex or precedent\-setting issues to senior personnel.

Duties:

The Time \& Attendance Specialist will:

Pay Period Processing \& Routine Premium Pay

  • Process biweekly T\&A pay periods, including timekeeper certification verification, supervisor approval verification, and certifier\-level final action under SOP.
  • Process routine premium pay actions, including overtime, Sunday and holiday pay, night differential, and shift differentials.
  • Process compensatory time entries, including regular comp, religious comp, and travel comp.
  • Apply biweekly and annual premium pay caps and coordinate routine cap\-related adjustments.
  • Identify and resolve routine pay period exceptions and discrepancies.
  • Leave Administration

  • Process routine leave actions, including annual, sick, FMLA, military leave, court leave, jury duty, donated leave, and Paid Parental Leave.
  • Process FMLA eligibility determinations and certification reviews under SOP and senior guidance.
  • Administer routine Voluntary Leave Transfer Program donations and recipient processing.
  • Process leave audits, leave restoration requests, and routine leave corrections.
  • Coordinate routine continuation of pay (COP) for OWCP cases under senior direction.
  • AWS, Telework \& Schedule Support

  • Process routine Alternative Work Schedule (AWS) administration, including flexible and compressed schedules and credit hours.
  • Process telework time tracking and routine schedule changes.
  • Apply hours of work, tour of duty, lunch period, and break standards consistently.
  • Coordinate routine T\&A implications of details, temporary promotions, and concurrent appointments.
  • Maintain accurate schedule records in WebTA and supporting documentation.
  • Audits, Quality Reviews \& Customer Service

  • Perform routine T\&A audits across assigned populations, including premium pay accuracy, leave balance integrity, and FMLA compliance.
  • Apply established scoring rubrics, document findings, and flag deficiencies for senior review.
  • Respond to employee, supervisor, timekeeper, and HR partner inquiries on T\&A status, leave, and premium pay with clear, plain\-language guidance.
  • Document customer interactions, follow\-up actions, and case notes accurately and consistently.
  • Escalate complex, contested, or precedent\-setting cases to senior specialists.
  • Process Improvement \& Knowledge Management

  • Identify recurring T\&A issues and recommend SOP updates, job aid improvements, and timekeeper training enhancements.
  • Contribute to SharePoint knowledge repositories, intake forms, status trackers, and standard templates.
  • Support quality control activities, including peer reviews and case file audits.
  • Participate in working groups, lessons\-learned reviews, and process mapping sessions.
  • Maintain current knowledge of Title 5 pay and leave authorities and DHS\-specific guidance.
  • Education:

  • Bachelor's degree in Human Resources, Public Administration, Business Administration, Accounting, Finance, or related field. Equivalent federal T\&A experience may substitute based on contract terms.
  • Required Experience and Skills:

  • U.S. Citizenship.
  • Active DHS Public Trust or favorably adjudicated investigation; ability to obtain and maintain required suitability/access throughout the period of performance.
  • Minimum 5\-7 years of federal HR or T\&A experience, including hands\-on pay period processing and leave administration.
  • Working knowledge of 5 USC Chapters 55, 61, and 63; 5 CFR Parts 550, 551, 610, and 630; FMLA; and FEPLA.
  • Hands\-on experience with WebTA or comparable federal T\&A systems.
  • Demonstrated ability to apply premium pay, leave, and AWS standards consistently.
  • Strong written and verbal communication skills, including the ability to draft clear documentation and respond professionally to employees, timekeepers, and supervisors.
  • Demonstrated ability to manage a steady workload with limited supervision in a fully remote environment.
  • Preferred Skills:

  • Prior experience supporting DHS or DHS component HR or T\&A offices.
  • WebTA user or power user experience.
  • FPC, CPP, FedHR, or active progress toward federal HR or payroll certification.
  • Experience administering FMLA cases or the Voluntary Leave Transfer Program.
  • Microsoft 365 and SharePoint Online experience supporting case tracking and knowledge management.
