State Title: Staff Services Officer IV
This position is eligible for a hybrid remote work schedule with some days in office at TxDMV headquarters located in Austin, TX (subject to change). Selected candidate must reside within the greater Austin area.
GENERAL DESCRIPTION
Performs highly complex (senior\-level) staff services and administrative work in support of the Vehicle Titles and Registration Division, Regional Services Section (RSS). Reports directly to the Section Director of Regional Services and provides operational and administrative support under the guidance of the Section Director and Assistant Section Directors.
Work involves coordinating and monitoring section\-wide administrative operations; tracking workflow, deadlines, and performance metrics; reviewing and auditing system access; managing document review and routing processes; maintaining records; supporting reporting, travel, and fiscal functions; and assisting with HR and research tasks. The position ensures compliance with agency policies and procedures while promoting efficient, accurate, and consistent administrative operations across the section.
This role centralizes administrative coordination and operational support functions, enabling RSS leadership to focus on strategic initiatives, operational oversight, and staff development. The position does not have direct supervisory responsibilities but may provide guidance and training to staff regarding administrative processes and workflow standards.
Works under limited supervision, with latitude for independent judgment and decision\-making within established policies and procedures.
ESSENTIAL DUTIES
Supports the Section Director and Assistant Section Directors by coordinating priorities, tracking deadlines, managing administrative functions, and facilitating workflow across the section. Monitors operational performance, including live service data and office activity, to inform leadership and alert them to potential issues. Gathers, tracks, and summarizes operational and performance data across multiple RSS offices to support leadership planning and reporting.
Prepares reports, presentations, and summaries for RSS staff, RSS leadership, division leadership, agency leadership, and/or external stakeholders.
Routinely reviews and audits system access for RSS staff across agency\-wide and IT\-controlled platforms to ensure appropriate user access. Manages user accounts for internal section platforms, including creation, edits, resets, unlocks, deletions, and routine audits.
Reviews and screens documents such as applications, employee packets, travel documents, presentations, and other submissions for accuracy, completeness, and compliance prior to leadership review. Routes approved documents among administrative staff across sections and divisions for next\-level review, approval, or signature, tracking status to ensure timely completion.
Handles administrative communications, routing requests or inquiries to the appropriate staff or leadership as needed.
Maintains records and correspondence; organizes, files, and maintains digital and physical documents, including SharePoint folders and files, ensuring accessibility and compliance with retention policies.
Proofreads and drafts memos, reports, and other documents as directed.
Supports section\-wide travel arrangements and related documentation for employees and finance department requirements. Assists with section budget tracking, purchasing, and inventory of administrative supplies and resources as needed.
Assists with HR\-related administrative tasks and conducts research on policies, procedures, or operational issues to support RSS leadership decisions.
Develops and recommends administrative policies and procedures for RSS leadership consideration and assists with implementation and monitoring to improve operational efficiency.
Provides guidance and training to RSS staff on administrative processes and to other administrative personnel as needed.
Performs other job\-related duties as assigned.
MARGINAL DUTIES
May be required to lift and carry boxes of paper and/or license plates weighing up to 50 lbs. May be required to stand, kneel, or walk short distances to complete administrative tasks.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of state agency administrative and operational policies and procedures, including records management, workflow processes, reporting, procurement, and budget compliance.
Skill in coordinating multiple administrative and operational tasks, prioritizing competing demands, and tracking deadlines across multiple offices and projects.
Ability to analyze operational and procedural data, prepare accurate reports and presentations, and identify process improvements to support leadership decision\-making.
Proficiency with computer systems and software (e.g., Microsoft Office, Adobe Acrobat, SharePoint, Teams, Planner, CAPPS) to create, review, and manage documents, reports, and system access.
Ability to exercise sound judgment and independent decision\-making within established policies and procedures, ensuring consistent and efficient service delivery across the section.
Strong written and verbal communication skills, including the ability to draft, proofread, and edit correspondence, memos, and reports for clarity, accuracy, and compliance.
Ability to guide and train administrative personnel, fostering collaboration and consistent operational practices.
Ability to work independently while contributing to section\-wide operational efficiency and effectiveness, maintaining attention to detail and adherence to deadlines.

Qualifications MINIMUM REQUIREMENTS
Education and Experience
Graduation from an accredited four\-year college or university with major coursework in business, management, public administration, or a related field; and four (4\) years of progressively responsible professional experience in administrative management, staff services, or business operations, including experience coordinating complex administrative functions in a multi\-unit or organizational setting. Additional relevant professional experience may substitute for the required education on a year\-for\-year basis.
Proficiency in Microsoft Office suite (Excel, Word, Outlook, Teams, SharePoint, Planner) and Adobe Acrobat for document creation, reporting, and workflow management.
PREFERRED REQUIREMENTS
Experience in a state agency or similar organization.
Knowledge of state agency administrative, staff services, records management, and operational policies and procedures.
