Complete Homecare is expanding and seeking a Residential Service Manager (RSM) to support new program development and oversee residential operations across Cumberland and Dauphin County.
This role offers a structured onboarding period with one active program initially, followed by leadership of newly licensed homes as they open.

Compensation
$52,000 – $58,000 annually

Position Overview
The Residential Service Manager will:
- Oversee one established residential program during onboarding
- Prepare newly purchased homes for licensure readiness
- Lead program launch and staffing ramp\-up
- Conduct weekly in\-person program visits
- Audit MARs, medication counts, and financial reconciliations
- Manage incident reporting and EIM timelines
- Supervise and coach Residential Supervisors and DSP staff
- Maintain perpetual licensing readiness under 6400 regulations
- Facilitate monthly program meetings
- Participate in on\-call rotation
- Structured systems already in place

- Experience in IDD residential services (6400 preferred)
- Supervisory or program management experience
- Strong organizational and compliance knowledge
