- This position works independently or with co\-workers, hospital staff, and a number of emergency medical units and fire departments throughout the county.
- Communication(written and verbal) with internal and external partners, subordinates, supervisors, and citizens; identification and mitigation of system response weaknesses and impediments to operational goals; analysis of operational processes and performance; management/coordination of special operations teams and response; management of special event response; oversight of the progressive discipline process; implementation of operational programs in support of strategic goals; develop and implement safety programs within the department and EMS system.
- This position will oversee employee evaluation and disciplinary process; oversee and coordinate EMS assessment centers for new hire interviews, conduct; oversee EMS complaint investigations; oversee EMS drug testing; oversee and coordinate special events that involve the EMS System or EMS coverage; EMS response as a chief officer to major events; uphold and enforce SOGs of the EMS Division; and monitor budget status and expenses in coordination with the EMS Division Chief.
- Assist with development of RFPs and analysis of RFP responses; development of relationships with internal and external partners/vendors; time management; development of priorities and re\-evaluation of priorities; coordination of system partners; research and evaluation of new products; research, evaluate, implement, and manage databases and general technology for use by the EMS system; and assure compliance with federal, state, and local standards.
- Identify and maintain safe work practices.
- Perform field response in command capacity and assist with high acuity situations, when needed and specifically coordinate our multiple patient incident (MPI) response.
- Responsible for ensuring the EMS receives training consistent with OEMS and national requirements through the oversight of training staff to include oversight of training records and recertification documents and auditing clinical care, recognizing deficiencies, developing performance improvement plans and coordinating the system entry for all personnel.
- Coordinate system Peer Review functions as required by OEMS and ensures compliance with data performance reporting; coordinate with all hospitals that our system transports to, function as the liaison for Medical Director staff; and work with local community colleges.
- Must be able to identify any deficiency in a timely manner and take appropriate action.
- Responsible for informing EMS Division Chief of any issues or concerns.
- Works effectively under stress, makes quick and appropriate decisions, and provides written documentation.
- Performs technical specialized work under the direction and supervision of the EMS Division Chief through the command structure to provide basic and advanced life support care in response to calls for emergency medical care, fires, crime scenes, riots, natural disasters and accidents as well as while en route to the hospital or other destination.
- Practices infection control procedures to safeguard the health and welfare of self and others.
- Must have extensive knowledge in pre\-hospital medical care.
- Ability to establish and maintain effective working relations with others.
- Must travel to and from stations as assigned to meet the needs of EMS operations.
- Communicate routinely with the EMS Division Chief and relay matters of relevance to EMS personnel to ensure operations productivity.
- Inspect emergency vehicles used by EMS to ensure the safe operations and efficient use.
- Respond to patient complaints in a timely manner. Maintain and ensure patient, personnel and the department confidentiality. Ensure that EMS personnel adhere to the medical protocols, standard operating guidelines and other county standards.
- Responsible for assigned EMS personnel disciplinary action in accordance with Johnston County Personnel Ordinance.

- This position requires a high level of problem solving and analytical skills. In addition to significant time pressures and high stress situations, this position must evaluate and solve complex multi\-variable problems. Examples include anything from mass casualty incidents requiring the utilization of local, regional, and state resources to evaluating employee safety or how a policy can be applied to a real\-world situation.
- The position requires the ability to research, develop, and execute projects as a basic function of the job. In addition, this position requires the ability to project future needs and to develop realistic multi\-year project timelines and the forecasting of problems and developing solutions to mitigate those problems.
- Knowledgeable of the Johnston County EMS system, geographical area of the County, and key locations.
- Ability to plan, coordinate and evaluate the work of others and to exercise sound judgment in emergency and routine situations.
- Maintain knowledge in current departmental policies, county policies, and NCOEMS regulations and willingness to carry out set policies.
- Knowledge of emergency health care procedures and ability to evaluate the patient's conditions and properly render the treatment set forth in the patient care protocols, with or without physicians' direction.
- Skilled in the operations of an emergency vehicle, using knowledge and skills in driving to avoid hazards or to keep from becoming a hazard.
- Ability to pass and maintain training in specialized courses pertinent to Emergency Medical Services.
- Thorough knowledge of laws, rules, regulations, techniques and practices involved in the operation of emergency medical services and emergency medical theories, principles and practices.
- Analytical skills required for emergency medical services as well as analysis, organization, management, and training issues and trends.
- Ability to plan, organize treatment in emergency situations; to develop and maintain effective work relationships with co\-workers, hospital and medical professionals, other emergency agencies and the public; and to exercise sound judgment and make effective patient decisions and accurate paramedic medical diagnosis and treatment decisions.
- Considerable knowledge and understanding of departmental and county personnel policies and procedures.
- Thorough knowledge of advanced emergency medical procedures and techniques and of the laws, regulations, and policies governing various emergency services functions including emergency medical care and operations.
- Initiative and independent judgment are required.
- Staffs the emergency operations center (EOC) when needed and functions as a Section Chief or other general staff position.
- Attends classes and seminars to stay abreast of changing regulations.
- Responds to major incidents as a chief officer during times of staffing shortages during any major incident to assist in the emergency and to inquiries from EMS and first responder agencies and department personnel, provides guidance in procedures, protocols or patient care, and discusses cases in order to improve future service delivery.

- Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, feeling, talking, hearing, and repetitive motions.
- Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
- Must be able to carry appropriate bags and equipment to handle an emergency situation.
- Must be able to lift at least 200 pounds with a partner, lift and carry appropriate emergency bags, and use proper carrying techniques when loading and unloading a patient. .
- Must possess the visual acuity to operate an emergency medical ambulance or other vehicle and distinguish detail and differences when observing people, places and things on medical emergency calls.

- Bachelor's degree in EMS or business management and experience as a paramedic, preferably including supervisory and management experience; or an equivalent combination of education and experience.
- Certification from the State of North Carolina as a Paramedic and as an EMS Instructor.
- Instructor Methodology is a required course for the EMS Assistant Chief position.
- Currently cleared to function as a Paramedic and Paramedic Preceptor in the Johnston County EMS System or the ability to gain clearance in the first six months.
- Possession of a valid North Carolina driver's license.
- If the position requires a degree, official transcripts must be submitted within 30 days of hire.

Johnston County Emergency Services is seeking Full\-Time EMS Assistant Chief.
An employee in this class organizes and coordinates emergency medical service Operations, Training, Clinical Affairs and/or Administration for the Johnston County EMS Division. Employee functions in a highly reliable, efficient, and professional manner with a specific focus on field operations, special teams/operations, special events, employee management and safety, applied technology, personnel training and credentialing, professional development and clinical operations as assigned by division and department managers.
Broad public contact requires negotiating skills, tact, and diplomacy. Employee is subject to hazards associated with emergency medical work including working in both inside and outside environments, in extreme cold and hot weather, and exposure to various hazards such as vibrations, mechanical and moving parts, chemicals, fumes and gases. Work is also subject to the OSHA standards on blood borne pathogens; performed independently under the general administrative supervision of the EMS Division Chief; and is evaluated through results of work, reports and public feedback.
